The Prescription Drug Affordability Board is an independent unit of state government tasked with protecting Marylanders and the Maryland health care system from the high costs of prescription drug products. The Board consists of five members who possess expertise in the fields of either health care economics or clinical medicine. Members of the board are appointed by MD State Government officials. The board is supported by professional staff including an executive director and general counsel.

LOCATION OF POSITION

PDAB is adhering to a hybrid work schedule. Work for this position will be completed at a remote location of your choice (2 days) and at our office located at 16900 Science Drive, Suite 112-114 Bowie MD, 20715 (3 days).

Main Purpose of Job

The Health Policy Data Analyst is responsible for performing analytic review and interpretation of data relevant to the operations and mission of the Prescription Drug Affordability Board (PDAB) in order to inform policy and decisions made by the PDAB, and support implementation of Cost Reviews and other key operations. The Health Policy Data Analyst will also develop public-facing static and interactive data reports to promote and improve public understanding of prescription drug affordability. This position will assess, review, and analyze data from a range of sources including, but not limited to, health claims data from the Maryland Medical Claims Database (MCDB), data from proprietary drug pricing databases, data submitted by partner entities, as well as other relevant data sets. The Health Policy Data Analyst will report to the Executive Director. The Health Policy Data Analyst duties will affect critical PDAB functions such as: annual drug pricing trend reports and other required reports, policy assessments and recommendations, drug Cost Review eligibility, selection and review, and other data-driven functions. Experience with analyzing health claims data, especially related to pharmacy benefit drugs and medical benefit drugs, is preferred.

POSITION DUTIES

Health Policy and Drug Pricing Data Analysis - 55%
  • Analyze health claims from sources such as the Maryland Medical Claims Data Base (MCDB), drug pricing databases, and external data sets to inform policy decisions 
  • Use a number of different data sources to develop reports, publications, and data visualizations with the Executive Director for state and public audiences using o
  • Serve as an expert resource to PDAB staff on relevant external data sources to answer health policy questions
  • Use knowledge of internal and external data sets and PDAB priorities to propose research efforts to inform PDAB policy decisions 
  • Provide reports on queries of claims data, drug pricing databases, and other data sources 
  • Use available data to create annual pricing and spending trends for annual reports
  • Support special projects as assigned

Cost Review Data Analysis - 30%
  • Create and manage an interactive dashboard tool for drugs that are eligible for a cost review, based on the MCDB and other data sources
  • Work with carriers, pharmacy benefit managers, manufacturers, and wholesalers to have them submit data to support cost reviews 
  • Analyze data submitted by carriers, pharmacy benefit managers, manufacturers, and wholesalers to conduct Cost Reviews on selected drugs
  • Work/troubleshoot with carriers, pharmacy benefit managers, manufacturers, and wholesalers, and PDAB technical contractors to use and analyze submitted data
  • Support the develop of the Cost Review reports that the Board will use to assess if a drug causes an affordability challenge

Communication and Teamwork - 10%
  • Attend meetings with PDAB staff, staff from other agencies, and external stakeholders
  • Represent the unit in absence of leadership at meetings
  • Deliver presentations to state and public audiences
  • Works on cross-cutting policy and issuer data initiatives with PDAB staff and staff from other state agencies

Prescription Drug Affordability Fund Fee Assessment Support - 5%
  • Support and analyze the database for the Prescription Drug Affordability Fee Assessment to report out status and updates on fee assessments

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Three years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Notes:

1. Candidates may substitute the possession of a Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for one year of the required experience.

2. Candidates may substitute the possession of a Doctorate degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience with querying and quantitatively analyzing health care claims data or other health care data sources
  • Experience with pharmacy claims data and other prescription drug claims data
  • Experience with quantitative and qualitative health care data analysis
  • Familiarity with and expertise in SQL and SAS

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
