Main Purpose of Job
The Natural Resources Planner
III will serve as the Project Manager in the Wetlands and Waterways Protection
Program. The Project Manager will function as a nontidal wetland reviewer
of projects proposing to impact nontidal wetlands and/or the nontidal wetland
buffer in the Eastern Region of the Nontidal Wetlands Division. The Eastern
Region consists of Caroline, Dorchester, Kent, Queen Anne’s, Somerset, Talbot,
Wicomico, and Worcester counties. The incumbent in this position will review
applications for projects located across the State. This position is guided by
the requirements and mandates established in the Nontidal Wetlands Protection
Act, the Nontidal Wetlands Regulations, and the Water Quality Certification
requirements of the Water Quality Regulations. The incumbent in this position
will also prepare permit decisions, represents the Department in a variety of forums.
The Project Manager will provide guidance to consultants and applicants on
nontidal wetland policies, regulations, and procedures; and, coordinates with
other government agencies, other levels of government, and the general public.
The incumbent may be exposed to
uncomfortable or unpleasant surroundings. Site visits may be conducted in all
kinds of inclement weather in waterways. Exposure exists to insect
bites/stings, poisonous plants, chiggers, "seed" ticks, snakes, and
wild and domesticated animals. The incumbent will be required to use
protective equipment such as goggles, gloves, masks, etc. During cold weather months, protective clothing is required
on land and on the water. When necessary, rain gear and waterproof boots.
The work involves exposure to
hazardous conditions which may result in injury. Site visits usually
involve walking on uneven terrains such as traversing steep slopes and stream
banks that may result in falling. Nails, needles, broken glass, and rubble
pose both visible and hidden hazards. Tick bites are hazardous due to the
potential for Lyme Disease and other diseases. This job involves unknown confrontations
with animals on private property; with the possibility of being attacked and
injured. Exposure to briers/brambles, cold water, and air temperatures can
result in hypothermia should one fall from a bulkhead or boat.
The work involves special
physical demands such as lifting 50 pounds or more, climbing ladders,
etc. Field visits may involve long walks up to approximately a mile and walk
through waterways with unseen holes and going down and traversing uneven upland
terrain.
This position requires the
incumbent to drive a State vehicle. If you maintain an out-of-state
driving license, you must provide a certified copy of your driving record from
the appropriate Motor Vehicle Administration at the time of appointment.
Individuals must maintain a driver's license with no more than 5 points on
their driving record to drive a State vehicle.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited college or university in an environmental science or natural resources planning, management or development.
Experience: Three years of experience in natural resources planning or applied environmental science.
Notes:
1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological sciences and one year of experience in natural resources planning or applied environmental science for the required education.
2. Candidates may substitute the possession of a Master’s degree from an accredited college or university in natural resources planning, management, administration, development, environmental, urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, biological, chemical or environmental sciences for up to three years of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
It is preferred that the selected candidate has the following:
- At least one year of experience in natural resources planning or applied environmental science;
- A Geographic Information Systems Professional (GISP) certification in ArcMap;
- A certification in a Wetland Identification Course;
- Training in wetland delineation, plant identification, soils identification, and/or wetland hydrology;
- Training in ArcMap or GIS geodata database development or applications;
- Willing to work in Caroline, Dorchester, Kent, Queen Anne’s, Somerset, Talbot, Wicomico, and Worcester counties.
