The Department of Service and Civic Innovation was established by the Serving Every Region Through Vocational Exploration (SERVE) Act of 2023 with the purpose of promoting service and volunteerism in the state of Maryland. The SERVE Act also launched two new exciting service pathways for eligible youth and adults, in addition to existing volunteer and service opportunities available through​ the Governor's Office on Service and Volunteerism and Volunteer Maryland.

Main Purpose of Job

The main purpose of the job is to serve as a dedicated and compassionate field worker responsible for overseeing the progress and development of program members throughout the 9-month program period (October to August). The role involves a substantial amount of fieldwork, primarily conducted through regular check-ins with program participants via text, phone calls, and in-person visits at least twice a month. Maintaining strict confidentiality, the incumbent shares member information only with relevant Department of Service and Civic Innovation (DSCI) personnel or colleagues, prioritizing privacy, and trust. A crucial aspect of the role is to foster an environment where program members feel comfortable expressing themselves, aided by active listening and open communication. By utilizing adept questioning techniques, the field worker stimulates members' intellectual and emotional exploration, enabling them to independently arrive at decisions and perspectives. Building authentic connections founded on empathy and support, the field worker aims to facilitate personal and professional growth by linking members with suitable professional development resources aligned with their Member Employability Plan. Striking a harmonious balance between professional guidance and compassionate assistance, the field worker acknowledges the holistic journey of participants, including their mental, emotional, and professional experiences before, during, and after their service. This role seeks to engender a sense of genuine engagement, with the ultimate aspiration of guiding members towards successful program completion.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.  

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
· One year of experience in Customer Service.
· One year of experience in Microsoft Office (Word and Excel). 
· Ability to communicate effectively both verbally and written and maintain confidentiality of sensitive information.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

EXAMINATION PROCESS

The assessment will be a rating of your application based on your education, training, and experience as they relate to the requirements of the position. Therefore, it is essential that you provide complete and accurate information on your application. Please report all related experience and education. For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. Please note that your answers on the Supplemental Questionnaire must correspond to the information provided on your application to receive credit.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
