Introduction
This is a position specific recruitment for the Maryland Department of Natural Resources, Human Resources Services. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job
The main purpose of this position is to assist with a full range of personnel services andprograms for the Department of Natural Resources in accordance with State PersonnelManagement System laws and regulations.
This position facilitates implementation of services, policies, and programs through Human Resources staff. The major areas are employee relations, training, and benefits utilizing SPS Workday in compliance with regulatory concerns. This position requires that the incumbent maintain thorough, current knowledge of both Federal and State laws, regulations, policies, and procedures. The incumbent is required to maintain the utmost confidentiality regarding all personnel information and actions with which the incumbent comes into daily contact.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Three years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
- Experience working for a Federal, State or Local Agency
- Knowledge of the Maryland legislative process
- Experience communicating policies pertaining to Human Resources
- Experience in Mediation
- Customer service experience
- Bachelor's Degree in a communications or behavioral science related program, such as Psychology, Public Relations or Human Resources Management.
- Experience reviewing, interpreting and drafting legal documents

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
