Introduction

The Maryland Public Service Commission (PSC), a State agency regulating public utility companies, has a position available for a Public Service Engineer.  The work includes inspection, investigation, analysis and documentation of facilities used by public utility companies in the production and distribution of their products and services.  The main purpose of the position is to monitor regional electric power system issues and the reliability of distribution systems owned by gas and electric companies.  Other duties include evaluation of proposed electric transmission lines or generating station construction, the preparation of written testimony in connection with applications for Certificate of Public Convenience and Necessity (CPCN) to construct or modify a transmission line or generating station.  The successful candidate will review and prepare comments and pre-filed testimony for submission to the Commission.  The engineer will appear as a witness at administrative proceedings before the Commission or Public Utility Law Judge.  Interaction with other state and federal regulatory agencies is sometimes required.  The PSC oversees the safe and reliable delivery of electricity to the ratepayers and supports state policy goals related to clean energy and grid reliability modernization.

Main Purpose of Job

This is a recruitment for a Regulatory Engineer (Public Service Engineer III) in the Engineering Division of the Public Service Commission. The electrical engineering work includes inspection, testing, investigation, and evaluation of physical facilities used by public utility companies in the production and distribution of their products and services. The successful applicant must be a resourceful, self-starter with excellent time- management, inter-personal and communication skills. The Public Service Engineer III monitors, reviews and assesses the safety, reliability and performance of electric utility distribution systems operating in Maryland. Writing skills are required for pre-filed testimony and presentation during live and virtual hearings. Development of rules and regulations is required to keep Maryland at the forefront of a changing energy landscape which promotes renewable resources.

POSITION DUTIES

Duties include, but are not limited too:
  • Analyzing reliability reports and performance improvement plans and inspecting utility records, procedures and electric facilities, when necessary;
  • Conducting risk assessments, developing reliability metrics and recommending proposed rule makings to improve utility performance and assure utility accountability;
  • Assessing regulatory compliance and managing inspections;
  • Investigations and evaluations of physical facilities used by public utility companies in the production and distribution of products and services;
  • Investigation of consumer complaints against electric distribution companies;
  • Handling reports of accidents submitted by electric utilities;
  • Preparation of oral and written testimony; review literature and filings;
  • Supporting state-wide emergency response efforts related to  energy and utilities; 
  • Resolving deficiencies identified during inspections.

MINIMUM QUALIFICATIONS

Experience: Six years of experience, two years of engineering experience conducting inspections, tests, investigations and evaluations of physical facilities used by public utility companies in the production and distribution of products and services and four years of additional professional engineering experience.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree in engineering from an accredited college or university and two years of engineering experience conducting inspections, tests, investigations and evaluations of physical facilities used by public utility companies in the production and distribution of products and services for the required experience.

2. Candidates may substitute professional engineering experience other than as defined above at the rate of two years for each one year of the required experience.

3. Candidates may substitute the possession of a Master's degree in engineering from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering classifications or Engineering specialty codes in the Environmental field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  1. An Electrical Engineering degree and five years of engineering experience in electric utility distribution system analysis, inspection, quality assurance, design, construction, maintenance and/or operations and the review of associated reliability and/or safety performance with focus on regulatory analysis and compliance.
  2. Established networking within the industry to capably represent the agency in industry and inter-agency technical and regulatory working groups. 
  3. A proven track record in working with regulatory attorneys and economists and experience in delivering expert testimony is a plus.
  4. A professional engineering license and experience or training in engineering economics is also preferred.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
