Main Purpose of Job

The main purpose of this full-time contractual position is to support the Overdose Education and Naloxone Distribution Unit (OEND) with planning, developing, implementing, promoting, and evaluating the naloxone distribution efforts of the Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA)'s Center for Harm Reduction Services (CHRS). Such efforts will include the distribution of naloxone directly from the Center to a variety of agencies, programs, settings, and communities.

This position will support the management of stocks of naloxone, along with executing protocols for ordering, storing and tracking. This position will oversee naloxone deliveries, including directly delivering naloxone to recipient agencies and individuals. This position will also provide overdose education to these agencies and individuals. Additionally, this position will contribute to the development of outreach plans for naloxone distribution, while cultivating relationships with community partners. 

Furthermore, this position will maintain documentation of established distribution sites, and will work to establish new partnerships, in order to increase distribution. This position will work closely with team members, such as the Operations Manager and the Division Chief for Policy and Program Management, to develop and implement methods of evaluating naloxone distribution. 

Such evaluation will include improving methods for tracking naloxone training and distribution, as well as reporting on a monthly basis regarding process measures. Finally, this position will be responsible for scheduling and providing training sessions to community members.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in Public Health Education, Community Health Education, or Health Science.

Experience: Two years of experience planning, developing, implementing, and promoting health education projects.

Notes: 

1. Candidates may substitute a Bachelor’s degree from an accredited college or university, with a minimum of 18 credit hours in Public Health Education, Community Health Education, Health Science, or a related behavioral science, and three years of experience planning, developing, implementing, and promoting health education projects, for the required education and experience.

2. Candidates may substitute a Master’s degree in Public Health, Community Health Education, or Health Science for the required education and one year of the required experience.

3. Candidates may substitute a Doctorate degree in Public Health, Community Health Education, Health Science, or Public Health Policy for the required education and experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Health Educator and Community Health classifications, or Health Educator and Community Health specialty codes in the Public Health field of work, on a year-for-year basis, for the required experience and education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this, or other, State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. 

You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
