Main Purpose of Job

The main purpose of this Administrative Specialist III full-time contractual position will be to provide administrative, technical, quality assurance, and analytic support for the Office of Health Care Workforce Development (OWD) within the Office of Population Health Improvement.

This position will carry out broad-based complex administrative tasks related to the administration of the Maryland Loan Repayment Programs and other health care workforce incentive programs including:
  • The analysis of current program processes and development of standard operating procedures (SOPs) for routine and special administrative tasks;
  • State vendor procurement, contracts, and budget support;
  • Review, interpretation, and implementation of State and Federal laws, policies, and programs;
  • Analysis of program applications;
  • The collection, preparation, analysis, and reporting of select program data;
  • Development of recommendations for alternative processes.

This position will require the understanding of State and Federal policies and procedures and will be responsible for independently performing duties related to the day-to-day operations of the assigned office program. This position will also require the provision of technical assistance to a variety of stakeholders while assuring the protection of confidential information. In addition, this position will require strong attention to detail, organization skills, accuracy, analytic and decision making skills, and professionalism.

NOTICE: This position is telework eligible and will operate on a hybrid schedule based on the agency's needs.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience performing administrative staff, clerical, clerical technical, or secretarial work. 

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess:
  • Knowledge of and/or experience with State and Federal policies, laws, regulations and procedures;
  • Experience engaging with a variety of internal and external stakeholders;
  • Experience effectively communicating both verbally and written;
  • Experience preparing and presenting reports;
  • Experience collecting, compiling, coding, editing, classifying and tabulating statistical and qualitative data and large quantities of documents.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
