Main Purpose of Job

The main purpose of this position is to learn to provide analytical skills in the Physicians Licensure Unit to ensure that initial applications for licensure, reinstatement applications, endorsement applications and reciprocity applications are processed in a timely manner while assuring all applicants/licensees have met minimum qualifications according to the statute and regulations of Maryland. This includes an evaluation of the applicant's character and fitness for licensure.

The MBP Licensure Analyst Associate will specifically be responsible for learning to determine the eligibility of any initial medical licensure application, reinstatement application, endorsement application, and reciprocity application that are submitted to the Board of Physicians where the applicant has answered 'YES' to any of the "Characters and Fitness" questions. 

The position learns to prepare and present investigative findings and material to the Board's Disciplinary Panel and the Board members. This position is responsible for learning to manage/analyze/process these applications from the initial licensure stage through final disposition by the Board. 

This is a full performance level of work conducting research into the educational, employment, and personal history of applicants for medical licensure.


Experience: Five years of experience in administrative or professional work.


1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative or professional work for the required experience.

2. Candidates may substitute additional graduate level education at an accredited college or university, at the rate of 30 credit hours, for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular exercise of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations, or analysis of the operational programs or procedures with recommendations for improvement, on a year-for-year for the required experience.


The candidate selected should possess:
- Experience with customer service.
- Experience interpreting and applying laws, regulations, and procedures.
- Experience with credentials, processing applications, and/or legal documents.
- Experience presenting clear and concise oral and written reports and recommendations.


Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.
