Main Purpose of Job

Crisis services for individuals experiencing mental health and/or substance use crises are central to Behavioral Health Administration’s (BHA) priority populations. Under the general supervision of the Director, Child Adolescent, and Young Adult Services (CAYAS) and in collaboration with the Deputy Director (CAYAS), this full-time contractual position will provide oversight, implementation, technical assistance, and collaboration/coordination regarding the expansion of crisis service systems to include planning and coordination with other crisis services related efforts at a state and regional level with entities such as the State Crisis Services workgroup, the Health Service Cost Review Committee (HSCRC) efforts; and collaboration with other state level, child-serving agencies with their mental health crisis related projects.

This position will help drive the collaborative efforts related to children’s crisis services across Maryland, working in partnership with multiple agencies to include: Local Behavioral Health Authorities (LBHAs), Core Service Agencies (CSAs), Local Addiction Authorities (LAAs), Local Care Teams (LCTs), Developmental Disabilities Administration (DDA), Department of Human Services (DHS), Department of Juvenile Services (DJS), Maryland State Department of Education (MSDE) Consultative Support Teams, and other current and future partners; as well as legislatively mandated collaboration between the local schools and the LBHAs/CSAs regarding availability of community-based services.

This position will also be a resource to help with identifying funding opportunities, best practices related to crisis services, and other needed assistance with program oversight, writing and reviewing proposals, and researching and responding to grant and funding opportunities to create new programs.

This recruitment is eligible for hybrid telework which is subject to change as necessitated by operations and customer-focused demands.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.

Experience: Six years professional experience in health services, three years must have been in Mental Health professional work related to treatment and development of mentally ill patients and four years must have been at the managerial or supervisory level.

Notes:

1. Candidates may substitute the possession of a Master’s degree or Doctorate degree in a health or human services field from an accredited college or university for up to two years of the required general experience.

2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field plus an additional year of professional experience in health services may be substituted for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess experience independently managing state or county projects; with behavioral health service; supervisory experience; and, with federal, state or local grants management. Direct behavioral health, public health or general healthcare finance experience is also preferred.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
