Introduction

The Maryland Department of Labor is accepting applications from qualified candidates for the position of MDL IT Programmer Analyst Lead/Advanced. This skilled position serves as the IT Programmer Analyst Lead/ Advanced for the Department of Labor. A Maryland Department of Labor (MDL) Information Technology (IT) Programmer Analyst, Lead/Advanced is the lead or advanced level of work designing, developing, testing, implementing and maintaining applications and programs using generally accepted computer programming languages or other developmental tools at the Maryland Department of Labor.

Main Purpose of Job

This position leads designing, developing, testing, deploying and maintaining web applications, desktop applications and services. Provides advice and guidance to lower-level IT Programmer Analysts on the resolution of complex problems in designing, developing, testing, implementing and maintaining applications and programs and consults with users to plan, develop, evaluate and revise applications that keep development moving forward. Programmer provides sound technical advice to other unit members and supervisor. This position requires excellent communication skills and the ability to maintain documentation.

POSITION DUTIES

Duties of this position include but are not limited to:

Lead Development Programmer Duties

·  Assigns, reviews and approves work to other team members

·  Assists team members by providing solutions to problems that would otherwise impede the flow of development and by providing development advice  

·  Coordinates development and deployment with network and database administrators

·  Provides training to unit members with development knowledge obtained through research and on the job experience

·  Leads unit forward with newer, cutting edge technologies  

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.

Experience: Two years of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools.

Notes:

1. Candidates may substitute six credit hours of coursework in application analysis and programming using generally accepted computer programming languages or other developmental tools for six months of the required experience.

2. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the required education.

3. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and fifteen credits from an accredited college or university in systems analysis and application programming using generally accepted computer programming languages or other developmental tools for the required education.

4. Candidates may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software on a year-for-year basis for a high school education.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Computer Systems Programming classifications or Computer Systems Programming specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Experience with Object Oriented Design

Experience with Database Design

Experience Developing Stored Procedures

Experience with Crystal Reports

2 years experience using ASP.NET

2 years experience using MS Visual Basic.NET

2 years experience developing with MS Visual Studio 2008/2010

2 years experience using MS SQL Server 2005/2008
