Main Purpose of Job

The purpose of the Election Office is to guarantee every eligible citizen in Baltimore County is given the opportunity to register and vote to ensure a democratic process. The Board of Elections' main purpose is to promote voter education and registration and to ensure the integrity of election procedures, to ensure that elected officials are elected in accordance with Federal, State and Baltimore County Election Laws and regulations to ensure a democratic process. Under the direction of the Election Director, the main purpose of the Deputy Election Director is to assist the Election Director in providing the eligible citizens of Baltimore County convenient access to voter registration; and to provide all registered voters accessible locations in which they may exercise their right to vote both privately and independently; and to ensure uniformity of election practices; and to promote fair and equitable elections; and to guarantee efficiency, accuracy and fairness of all elections, and to maintain registration records, campaign fund reports; and all other election-related data accurately in a form that is accessible to the public; and to ensure compliance with the requirements of Baltimore County, State of Maryland and Federal laws.

MINIMUM QUALIFICATIONS

Experience: Eight years of experience applying federal, state, and local election laws and regulations applicable to conducting elections, which must have included at least one presidential or gubernatorial election, and an additional four years of supervisory or management experience.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and five years of supervisory experience or project management experience for the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for four of the eight years of required experience applying federal, state, and local election laws and regulations applicable to conducting elections, which must have included at least one presidential or gubernatorial election.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

•Experience demonstrating excellent written and verbal communication skills

•Experience applying State Personnel System and procedures

•Experience managing/ supervising 10+ employees

•Experience in project management and multitasking

•Experience developing operating budgets and drafting justification for expenditures to include fiscal notes for proposed legislation

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require travel.

Employees assigned such duties may be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees in this classification are required to be registered voters in the State of Maryland in accordance with the Election Law Article, 2-207(d), Annotated Code of Maryland.

2. Employees in this classification may not hold or be a candidate for any elective public or political party office or any other office created under the Constitution or laws of this State in accordance with the Election Law Article, Section 2-301(b).
