Introduction

This recruitment is for the Crime Scene Technician II classification (two vacancies) for the Eastern Region of the State of Maryland.  All persons interested in this classification should apply as this eligibility list will be used for future statewide recruitments which may occur.  It is, therefore, necessary when applying that you indicate ALL COUNTIES in which you are willing to work.

Main Purpose of Job

The Crime Scene Technician II is the intermediate level of forensic field service work. They are responsible for the surveying of actual and suspected crime and disaster scenes for potential evidence. This would include identifying, collecting, recording and preserving evidence for laboratory examination and court presentations.

POSITION DUTIES

Survey and search crime and disaster scenes for the presence of any and all physical evidence possibly related to the incident; identify, mark, photograph, sketch, collect and transport all evidence to the Crime Lab for analysis and potential court presentation

Prepare detailed and accurate written records of crime scene activities

Effectively communicate with members of the Maryland State Police as well as members of allied agencies

Transport physical evidence as required by policy

Maintain all assigned Crime Scene Section equipment

Successfully complete annual proficiency tests

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree in criminal justice, law enforcement, forensic sciences, chemistry, biology, geology or related physical or natural science from an accredited college or university.

Experience: One year of experience identifying, collecting, recording and preserving physical evidence at crime and disaster scenes.

Notes: 

1. Candidates may substitute experience identifying, collecting, recording and preserving physical evidence at crime and disaster scenes on a year-for-year basis for the required education.

2. Candidates may substitute additional experience at another accredited crime laboratory crime scene unit performing equivalent work on a year-for-year basis for the required experience.

3. Candidates may substitute the possession of a Master’s degree in the above physical, natural or forensic sciences from an accredited college or university for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

1.  Three years of experience performing crime scene investigations
2.  Two years of experience performing crime scene investigations and qualified to perform one of the following crime scene analyses:  Bloodstain Pattern Analysis; Footwear Impressions Classification Analysis; Bullet Trajectory Analysis; and Tire Track Impressions Classification Analysis

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. In accordance with Public Safety Article, Section 2-204 (b) (6) of the Annotated Code of Maryland, candidates for positions in this classification will be subject to an initial drug screening, a physical examination, submission of a DNA sample, and a complete criminal background investigation, to include a polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate by the hiring agency.

2. Employees in this classification are subject to random substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

3. Employees in this classification are subject to call-in 24 hours a day and, therefore, are required to provide the agency with a telephone number where they can be reached. 

SELECTION PROCESS

Only candidates who meet the minimum qualifications will be considered for this classification.  It is, therefore, essential that you provide complete and accurate information on your application.  Successful candidates will be placed on the Eligible List as a BEST QUALIFIED, BETTER QUALIFIED or QUALIFIED candidate and remain eligible for consideration for at least one year from the date of examination.  The list will be used by the hiring manager to select employees.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position.  You may be required to complete a qualifications supplement or the rating may be based on your application.  Report all experience and education that is related to this position.  Applicants may be given a physical examination and will be subject to an interview, background investigation, polygraph examination and substance abuse testing,
