Work that matters. The Maryland Department of Housing & Community Development (DHCD) is a national leader in affordable housing and community development.  Our team needs a high impact manager with a budgeting and financial management background and analytical skills to manage capital budget formulation, reconciliation and reporting functions.  Director of Capital Budget leads the team of capital budget professionals, produces program level and fund level budget reports accounting for capital expenditures, budget to accounting record reconciliation with the DFA Finance and Accounting unit.  The Director of Capital Budget must be able review and analyze loan portfolios for anticipated repayments of principal and interest, factor them into DHCD’s budgetary planning; must be able to communicate with and motivate staff, be well versed in using analytical software functions, i.e. Excel, budget management systems; advise senior management and oversee implementation of new and enhancement of existing software systems and solutions, effectively communicate with the senior management team at DHCD and with analysts at the Maryland Department of Budget and Management (DBM) and Department of Legislative Services (DLS).

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop. 


The Director of Capital Budget manages the DHCD capital budget within the Division of Finance and Administration (DFA). This position reports to the Deputy Director of DFA for Budget. The primary responsibilities the Director of Capital Budget include (1) annual formulation of capital budget request to DBM and presentation during budget and legislative hearings; (2) tracking of actual expenditures against the budgeted amounts monthly with quarterly reporting and reconciliation with the DFA Finance and Accounting unit; (3) review and approval of capital budget expenditure requests; (4) communication and data interface with the DFA Finance and Accounting unit; (5) annual budgetary closeout procedures, reconciliation with actual records and processing of budget amendments and other budget requests; (6) data interface into the DBM budget management systems, budget progress report by source of funds and program; (7) supervision of Capital Budget Controller and management of the capital budget analysts; (8) comprehensive analysis and reporting to internal management and DBM; (9) DFA fiscal note liaison in charge of coordinating fiscal notes responses and assisting/providing fiscal impact of legislation sent by DLS to DHCD. 

This position manages, develops and updates budgetary procedures and guidelines to ensure budgetary sufficiency and compliance, develops and implements tools and reporting used for planning, forecasting, monitoring. The Director of Capital Budget makes budget recommendations to DFA leadership team, and is involved in the management, operation and coordination of capital budget activities with multiple programmatic and business units in the Department requiring advanced communication skills, an understanding of multiple technical areas including real estate and business project financing including all applicable content areas, i.e. loan/grant underwriting, insurance, compliance and asset management, grant/loan agreements and required reporting, debt management, compliance with State and Federal regulations.


Education: Bachelor’s Degree from an accredited four-year college or university in Accounting, Finance or Business Administration, and other relevant fields.
Experience:  Five years of experience in capital budget management, accounting, financial analysis, analyzing and interpreting budgets, accounting systems, records and reports by applying generally accepted accounting principles.  Two years must have involved supervision of professional budget and accountant employees, responsibility for program development or operations.


1. Candidates may substitute one year of professional financial analysis experience, such as managing grant financing, financial asset and debt portfolios, examining, analyzing, and interpreting accounting, budget, grant or real estate investment portfolio records and reports by applying generally accepted accounting principles for 30 credits on a year-for-year basis for the required education. 
2. A Certified Public Accounting (CPA) certification or documented eligibility to sit for the CPA examination may be substituted for the education requirement.

3. A Master’s degree in Finance, Business Administration, Economics, Accounting or a related field from an accredited college or university may be substituted for the required experience


Preference will be given to Certified Public Accountants or candidates who have demonstrated management and supervision experience, as well as strong financial analysis, budgeting and financial accounting experience. 

Experience with reporting to General Accounting Division, Maryland Comptroller’s Office, state Department of Budget and Management.  

Experience working with independent audit firms, state and federal budget management offices, loan portfolio servicing.

Experience with implementing Governmental Accounting Standard Board (GASB) and Financial Accounting Standard Board (FASB) pronouncements. 

Demonstrated experience in capital budget system, accounting system and loan servicing system implementation and management.


Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
