LOCATION OF POSITION

7800 Harkins Road Lanham, MD 20706.

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.

POSITION DUTIES

The Division of Finance and Administration is seeking an enthusiastic individual to serve as the Controller of Government Accounting. This position is responsible for managing cash and appropriation needed for the Departments operations. This is a very complex function in that the unit must read and interpret the amount of admin each fund source allows for each year of the grant or award. This position will work closely with program staff on the formulation of an annual budget, overseeing the program requirements, time management in working on auditor support schedules, time allocation (funding to a PIN level as required by federal auditors), restating GAAP accounting into general accounting for inclusion into the CAFR (State’s Annual Comprehensive Financial Review), payment processing, subsidized housing payments, and audited financial statements. This position will be responsible to ensure DHCD meets the States Treasurer’s close out schedule and DBM’s budget schedule. 

MINIMUM QUALIFICATIONS

Education: A bachelor's degree in accounting or related field from an accredited college or university.

Experience: Four years of experience performing financial analysis in one or more in the following areas: GAAP accounting, system accounting, auditing, operating budget, or loan/grant management AND two years of supervisory experience of professional accountant employees. 

 Notes: 
 1. A Certified Public Accountant (CPA) certification or documented eligibility to sit for the CPA Examination may be substituted for the educational requirement. 

 2. A master’s degree in finance, Business Administration, Economics, Accounting or a related field from an accredited college or university may be substituted for two years of the required experience.   

3. Candidates may substitute one year of professional financial analysis experience, such as managing financial asset and debt portfolios, examining, analyzing, and interpreting accounting, budget, grant or real estate investment portfolio records and reports by applying generally accepted accounting principles for 30 credits on a year-for-year basis for the required education.   

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the accounting field of work on a year-for-year basis for the required education and experience.   

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to candidates with the following:

  • Certified Public Accountants 

  • Strong financial analysis experience.      

  • Experience areas of general accounting, systems accounting, auditing or GAAP accounting.       

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
