Work that MattersThe Maryland Department of Housing and Community Development (DHCD) is a national leader in the financing and development of affordable housing and community development lending.


DHCD has an immediate opening for a certified Residential Property Appraiser in the Real Estate Owned group in the Division of Credit Assurance. This position is responsible for providing supervision to a team of professionals working on rehabilitation and marketing of properties acquired by the Department through foreclosure. This position manages activities related to Single Family Real Estate Owned Properties (REO) by supervising real property appraisals, property damage assessments, and construction reviews of property inventory. This position also reviews contracting listing price recommendations for REO Committee review; reviews appraisals submitted by DHCD appraisers and outside appraisers; and oversees the management by private contractors working on the preservation, rehabilitation or renovation of single family housing properties owned by DHCD to make them safe and ready for sale to the properties, and conducts inspections of potentially vacant or abandoned properties. This position is the designated Contract manager for a private service appraisal contract. The position operates with a great deal of autonomy, often making decisions regarding property viability and market assumptions to support diligent management of state assets.

LOCATION OF POSITION

7800 Harkins Rd Lanham, MD 20706.

This position will work out of the Headquarters Office in Prince George's County located approximately ½ mile from the New Carrollton Metro stop

POSITION DUTIES

This position manages the activities of the Single Family Real Estate Owned Properties (REO) by supervising real property appraisals, property damage assessments, and construction reviews of REO inventory. This position also reviews contract listing price recommendations for REO Committee review; reviews appraisals submitted by DHCD appraisers and outside agencies and appraisers; and oversees the management by private contractors that might affect the preservation, rehabilitation or renovation of single family housing properties owned by DHCD to make them safe and ready for sale to the public. This position also monitors the Single Family delinquency reports for potential REO properties, and conducts inspections of potentially vacant or abandoned properties. The position operates with a great deal of autonomy, often making decisions regarding property viability and making market assumptions to support diligent management of state assets. The properties are assets that accrue to DHCD through foreclosure.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university.

Experience: Six years of administrative or professional experience to include three years of financing experience or providing technical assistance for development or rehabilitation of multifamily or single family housing; neighborhood revitalization and business development; community infrastructure development; or historic preservation programs. 

Notes: 

1. Candidates may substitute additional administrative or professional experience as defined above on a year-for-year basis for the required education.

2. Candidates may substitute additional job-related education at a rate of thirty credit hours for each year of experience for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Must be a State of Maryland certified appraiser

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience managing the rehabilitation of Real Estate Owned Properties to include property needs assessment, budgeting repair cost, and monitoring repairs  
  • Experience working with foreclosed properties/REOs (sales, asset management, valuation, etc.)
  • Experience performing property evaluations

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
