Introduction

The Maryland Department of Labor, (MDOL), Division of Unemployment Insurance is accepting applications from qualified candidates for the position of UI Tax Accountant Professional V-Manager. This recruitment will be used to fill current and future vacancies. The resulting eligible list will be maintained for one year after the closing date of the announcement.

POSITION DUTIES

The main purpose of this position is to provide the supervisory level of accounting work in the Accounts Receivable Unit within the Accounting and Fund Management Section within the Contributions Division. This position assists the Unemployment Insurance Fund Management Chief in the preparation of accounting & management reports related to the Unemployment Insurance Program. This position assists with management of the accounting operations of the Accounts Receivable Unit, which is responsible for the maintenance of accounting records.

  • Reviews and authorizes financial transaction records for submission to fiscal control agencies.
  • Reviews and approves reconciliations of entire accounts by determining the materiality of exceptions, selecting the proper accounting treatment, gauging the effect of adjustments on the entire system and maintaining documentation for audit trails.
  • Participates in the audit process of agency fiscal operations by providing auditors with explanations of accounting procedures, providing documentation of fiscal transactions and formulating and implementing corrective action plans precipitated by audit exceptions.
  • Reviews and takes action on work items generated through the BEACON system (new unemployment insurance system) and ensures subordinates are taking action on work items in accordance with unemployment insurance laws. 
  • Handles, reviews, and processes ACH , e-checks, and credit card payments.
  • Reviews and completes adjustments from unit requests sent by employers concerning unemployment insurance contributions, and assists in approving unit work and processing TP and Fast Track submissions in accordance with unemployment insurance laws. 
  • Researches unemployment insurance employer accounts as requested by other Division units and as delegated by upper management.
  • Approves and processes special refund requests and wage corrections in accordance with unemployment insurance laws.
  • Supervise the Accounts Receivable Unit which provides the accounting function for approximately 150,000 unemployment insurance employer accounts.

MINIMUM QUALIFICATIONS

Applications that meet the minimum and selective qualifications will be referred to the hiring manager for interview selection. Units will select those candidates most closely demonstrating the qualifications for interview. 

Education:  A Bachelor's degree in Accounting from an accredited college or university, or a Bachelor’s degree with 30 credit hours in accounting and/or related courses.

Experience: Five years of professional accounting experience or five years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.    

Notes:

1. Candidates may substitute the possession of a certificate as a Certified Public Accountant or a Master’s degree in Accounting from an accredited college or university for two years of the required experience.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for- year basis for the required experience and education.

CPA Certification

Experience working with Google and Microsoft software products.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of

Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
