Introduction

As part of the Maryland State Department of Education, the Division of Rehabilitation Services (DORS) provides services to assist students with disabilities prepare for the work world, vocational rehabilitation services to assist adults with significant disabilities who are seeking to enter or reenter the workforce, and the adjudication of Social Security disability claims for the citizens of Maryland.

POSITION DUTIES

This is a contractual position responsible for overseeing an assigned client residence area and provides crisis counseling and supportive teaching to residents of the dormitory at the Workforce & Technology Center. Maintain healthy, safe, and sanitary environment for individuals with disabilities who are generally independent in their activities of daily living. This position is identified as emergency essential personnel and as such, this position is required to report for work or remain at the work site to continue agency operations during an emergency situation. This position is primarily evening shift 3:00 – 11:30 pm Sunday - Thursday, but may be adjusted to cover other shifts and areas as needed.

Provides monitoring and supervision of the residential dormitories. Conducts physical walk-through of dormitory area with completion of rounds log to ensure overall safety and welfare of residents. Observes and monitors the behavior and progress of residents to ensure compliance with dormitory rules and regulations and health and safety standards. Mediates disputes and conflicts. Provides guidance and supports to residents in areas related to independence, employment, advocacy, and social skills development. Assists and escorts residents to local emergency rooms when emergency healthcare is needed. Provides cuing and monitoring for residents participating in medication reminder program. Schedules room assignments, process admissions, and facilitates dormitory orientation. Completes written documentation. Communicates resident progress and/or issues to appropriate staff. Carries out emergency and routine procedures for the protection and safety of consumers, staff, and the public. Facilitates resident group sessions. Instructs and monitors basic housekeeping skills so that residents can maintain their assigned living area.

MINIMUM QUALIFICATIONS

Education:  An Associate of Arts degree or 60 credit hours with at least six credit hours in education, psychology or counseling from an accredited college or university.

Experience: One year of experience providing counseling or other rehabilitation services in a program serving persons with disabilities. 

Notes: 
1. Candidates may substitute the possession of a Bachelor’s degree with 30 credit hours in a human services related field from an accredited college or university for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience possessing basic sign language skills
  • Experience providing residential services to individuals with sensory (hearing and vision) disabilities and/or Autism Spectrum Disorders

LICENSES, REGISTRATIONS AND CERTIFICATIONS

  • Employees in this classification may be assigned duties which require the operation of an automobile.   
  • Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland, and their driving records will be subject to investigation.  
  • Employees in this classification will be required to successfully complete training to obtain and maintain current cardiopulmonary resuscitation certification. 
  • Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 06.01.09, Testing for Illegal Use of Drugs. 
  • Applicants must consent to State Police Investigation (fingerprinting) as a routine procedure for all employees with this Agency.

SELECTION PROCESS

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
