Main Purpose of Job

The Money Follows the Person (MFP) Quality and Compliance Specialist will develop and apply medical assistance policies and regulations for the MFP Demonstration related to participant eligibility, the Home and Community Based Services (HCBS) Waiver application process, and reportable events.

The MFP Quality and Compliance Specialist will verify MFP eligibility, make recommendations for enrollment and disenrollment of MFP participants, provide consultation to participants, providers, and support planners on issues related to policy and regulations for the program. This position will also perform audits of eligibility related time frames and resolve problems related to enrollment. In addition, this position will monitor utilization and compliance with program rules to ensure compliance with federal rules and regulations.

The MFP Quality and Compliance Specialist will interpret and apply policy and regulations for participants, providers, and other partners regarding reportable events, acting as a liaison for the Department, communicating guidance, developing and conducting training, and offering consultation and technical assistance to both MFP participants and providers. This position will also provide guidance to support staff and other personnel of the Department.

The MFP Quality and Compliance Specialist will make recommendations for changes to services or internal policies to mitigate common risk factors and improve quality for MFP participants.

MINIMUM QUALIFICATIONS

Experience: Seven years of administrative or professional experience developing or applying policies and regulations in medical assistance, health insurance, federal or State entitlement programs.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and three years of administrative or professional experience developing or applying policies and regulations in medical assistance, health insurance, federal or State entitlement programs for the required experience.

2. Candidates may substitute the possession of a Master’s degree from an accredited college or university in the related field of work for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Operational Analysis classifications or Health Services Management specialty codes in the health-related field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following experience:
  • Reviewing applications and enrollment processes. 
  • Working with home and community based and/or Medicaid programs.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.
