Main Purpose of Job

The Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA)'s Center for Chronic Disease Prevention and Control (CCDPC) is responsible for directing the Data Team through a dynamic portfolio of projects which facilitate healthy lifestyles for Marylanders, with a focus on diabetes, heart disease, and stroke prevention, including data management and the Behavioral Risk Factor Surveillance System (BRFSS) Program. This position will oversee and coordinate operations of the data collection and management, including evaluation activities, for all CCDPC activities, while reporting to the CCDPC Director. This position will also be responsible for supervising and managing Epidemiology and Evaluation staff members of the CCDPC, including providing oversight and guidance for all data and evaluation needs.

This position will manage all aspects of the Maryland BRFSS Program, including the program budget, at least one federal grant supporting the program, and other surveillance projects. The BRFSS is a Statewide telephone survey that collects data from Maryland adults regarding their health-related risk behaviors, chronic health conditions, and use of preventive health services. This position will evaluate efficiency within data collection and management operations. Based on such evaluations, this position will make recommendations of data use to the department, as well as make recommendations for new policies, standards and workflow procedures. 

Finally, this position will not only provide timely data to internal and external partners, but will also assist partners with understanding and effectively utilizing surveillance data to inform public health programs, policies and decisions. This position will work collaboratively with other Center staff members to inform programs related to chronic disease (e.g. heart disease, diabetes) and associated risk factors (e.g. poor nutrition, physical inactivity, obesity). This position will be located at MDH's CCDPC Division.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Seven years of administrative staff or professional work. 

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year, up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and three years of experience in administrative staff or professional work for the required experience. 

3. Candidates may substitute the possession of Master's degree from an accredited college or university for five years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer involving staff work related to the administration of rules, regulations, policy, procedures, and processes; or, overseeing or coordinating unit operations; or, functioning as a staff assistant to a higher ranking Commissioned Officer, on a year-for-year basis, for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have data management experience, as well as supervisory experience. The desired candidate should also have experience evaluating public health programs, along with experience using the SAS statistical software, including managing large data sets.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
