LOCATION OF POSITION

- Submit project updates and programmatic data monthly to the Bureau Director and the Behavioral Health Administration as required by due dates.
- System level response through technical assistance to behavioral health providers, complaint/critical incident investigation/resolution with behavioral health providers, audits and performance improvement plan follow-up with behavioral health providers, and approval of uninsured exceptions.
- Attend internal/external meetings and trainings relevant to program activities.
- Responsible for planning and organization of special projects and other duties as assigned.
- Grant monitoring of contracts and funding tracking relevant to the mission of the Bureau, which include, overseeing and coordinating behavioral health program SOR vendor contracts with Oxford House, Grassroots Crisis Intervention and Howard County Detention Center’s MAT project.
- Submit program relevant data monthly/quarterly/bi-annually to the Behavioral Health Administration (BHA)/Bureau Director by due dates.
- Submit monthly or as requested behavioral health reports to the University of Maryland, Behavioral Health Administration, and/or the Local Behavioral Health Authority.
- Address contract vendor questions, is the point of contact for the vendors, and provide technical assistance.
- Monitor contractors to ensure in compliance with conditions of award, performance standards, expense limits, and service provisions. Conduct grant monitoring/site visits quarterly/bi-annually or as the monitoring schedule indicates. Submit audit documentation to the Behavioral Health Administration (BHA)/Bureau Director by due dates.
- Track total expenses utilized by contracted services in scope of work. Coordinate with Fiscal Services regarding referrals and invoicing as needed.
- Review/approve invoices associated with contracts in preparation for payment. Works with Fiscal Services/Contracts Unit to address any concerns with invoices, contracts, or purchase orders. Submit invoices to the Bureau Director for payment approval after ensuring the contract and purchase order have been executed and funding is sufficient.
- Track contract expiration and renewal dates to mitigate gaps in services. Work with the Contracts Unit to ensure contract creations, renewals and purchase orders are completed by due dates. Informs the Bureau Director of any contract creation/renewal/purchase order concerns, as soon as possible.
- Draft new contract worksheets with new vendors. Work with the Contracts Unit to ensure contracts are drafted within specification. Gain final contract approval from Bureau Director.
- Lead efforts working with vendors/fiscal services to ensure 432 (budget) packets and 440s (performance measures are submitted on time and adequately completed.
- Accept responsibility for special projects as assigned.
- Participate in appropriate professional education and training for roles and responsibilities of work assignments, as requested or approved by Supervisor.
- Participate in Emergency Preparedness drills or actual events.
- Ensures program-specific (or bureau-specific) policies, procedures, program manuals
- and standing orders (if applicable) exist, are reviewed annually and updated to reflect current requirements.
Education: A Bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling or a related field.
Experience: Three years of professional experience in health services, two years must have been in the Health Services option.
1. Candidates may substitute the possession of a Master’s degree from an accredited college or university in a health or human service field for one year of the required general experience.
2. Experience in the Health Services option must be as follows: professional clinical or administrative work in health or medical services in areas other than Mental Health, Developmental Disabilities or Addictions.
3. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field plus one additional year of professional experience in health services for the required education.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health related field of work on a year-for-year basis for the required experience and education.
