Main Purpose of Job

The Office of Health Care Quality (OHCQ) is the agency within the Maryland Department of Health (MDH) that is charged with monitoring the quality of care in Maryland’s health care facilities and community-based programs. OHCQ is an agent of the Centers for Medicare and Medicaid Services (CMS), and is the designated State survey agency in Maryland. OHCQ issues licenses, thereby authorizing the operation of a business in Maryland; recommends certification to CMS, thereby authorizing participation in the Medicare and Medicaid programs; conducts surveys, in order to determine compliance with State and federal regulations; and, provides technical assistance to providers, consumers, and other stakeholders.

This position will participate as a Surveyor, in order to conduct licensure, certification and survey activities in licensed and unlicensed health care facilities or programs, on behalf of MDH and CMS. The purpose of these activities is to determine if a facility or applicant is in compliance with State, federal and local laws and regulations, as well as with standards of care and practice. As a Surveyor, this position will evaluate the quality of care and services provided to patients of Maryland’s health care facilities and community-based programs, which may include ambulatory surgical centers, as well as birthing centers; community mental health centers; comprehensive outpatient rehabilitation facilities; cosmetic surgery facilities; federally qualified health centers; and, freestanding medical facilities. 

Such facilities and programs may also include health care facilities within correctional facilities, along with health care staff agencies; health maintenance organizations; home health agencies; hospices; hospice houses; hospitals; limited private inpatient facilities; major medical equipment providers; nurse referral agencies; and, outpatient physical therapy providers. Furthermore, the list of eligible health care facilities and programs may also include portable x-ray providers; renal dialysis centers; residential service agencies; residential treatment centers; and, transplant centers. This position must understand the complexities of the health care spectrum as it intersects with provider types, under the purview of the unit. 

In addition to surveying, this position will also administer and coordinate all day-to-day operations for a team of surveyors; provide technical supervision, training and precepting to surveyors; review the statement of deficiencies prior to issuance; and, serve as the liaison for providers and other stakeholders. This position will ensure the team's compliance with federal and State privacy laws; prioritize and coordinate survey activities; identify potential enforcement remedies to his/her OHCQ Supervisor; and, prepare for Informal Dispute Resolution (IDR) conferences. These activities directly support OHCQ's mission to protect the health and safety of Marylanders in the health care continuum. 

This job classification is designated by the Secretary of Budget and Management as being eligible to telework. This is a hybrid telework position where work hours may be performed from a State or remote work site, based on the agency’s needs.


Education: A Bachelor’s degree from an accredited college or University.

Experience: Four years of experience in regulatory compliance, facility surveying, quality improvement, or professional work in a health care setting or regulatory agency. One year of this experience must have involved responsibility for directing and coordinating the work of a group of surveyors during on-site health care surveys.


1. Graduation from an accredited school of Nursing may be substituted for the required education.

2. A Master’s degree from an accredited college or university in a health field or management discipline may be substituted for one year of the non-directorial experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Health Care Administrations classifications or Health Facilities Architect/Engineering specialty codes in the health-related field of work, on a year-for-year basis, for the required experience and education.


The desired candidate should have experience conducting surveys at health care facilities and community-based programs. He/she should also have experience supervising surveyors and overseeing a program or organization's compliance to documented rules and regulations.


1. Nurse graduates must possess and maintain a current license as a Registered Nurse from the Maryland State Board of Nursing.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a Motor Vehicle Operator’s license valid in the State of Maryland.


1. Employees appointed to positions in this classification will be subject to call-in twenty-four hours a day.

2. People appointed to positions in these classifications will be assigned to various geographic areas on a rotating basis.

3. Applicants must be eligible to participate in training courses for Health Facilities Surveyors, as established and sponsored by the federal government. Successful completion of these courses is required for continued surveying activity.
