Main Purpose of Job

The Energy Section Chief (Supervisory) will provide front line oversight of a team of MEA staff within a specific sector or technical discipline. This includes developing section strategy; monitoring and adjusting program delivery to achieve agency needs; support policy development and implementation issues as needed; managing front line budget targets; engaging stakeholders; and coordinating interagency and other issues amongst internal and external stakeholders. This position will have both front-line supervisory responsibilities as well as directly oversee multiple programs or agency activities. On an ongoing basis the Energy Section Chief (Supervisory) will be expected to oversee three to six permanent or contractual employees plus contractual services.

This is a Special Appointment position, and serves at the pleasure of the Appointing Authority.

POSITION DUTIES

● Manages Division Program Managers and Energy Specialists as they design, implement and evaluate MEA energy programs. Includes monitoring progress and conformance with program budget targets and performance goals where applicable. Provide direct supervision to three to six employees.

● Provide oversight and quality control of products and activities of the section including policy briefs, draft memos, grants, task orders and other documents and products. Provides Division Director and Assistant Division Director with updates on the status of programs, activities and initiatives on a monthly or bi-weekly status as desired. Ensures business process continuity and efficiency through ongoing process and program improvement. 

● Oversee and manage one or more programs directly including performance, grant development and generation, financial oversight as well as stakeholder engagement. 

● Manages sensitive negotiations on program implementation issues with grantees, agencies, businesses, nonprofits and other relationships. 

● Coordinate key messages with MEA’s marketing, outreach and communications team.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university, in business, economics, energy, engineering or relevant field.

Experience: Four years of experience in administrative staff or professional work.  AND Three years of direct experience with managing federal, state or local programs related to energy efficiency, clean energy, clean transportation or related topics. 

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education. 
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience. 
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

● Experience managing energy or environmental related programs within the State of Maryland.

● Demonstrated experience leading, mentoring and motivating peers and Teams. 

● Experience with the state’s portfolio of programs, policy initiatives, statutory requirements related to energy or environment. 

● Proven track-record of interacting with stakeholders in the government, private sector and general public. 

● Experience with the state’s practices for budgeting funds at the program level. 

● Experience with, and be at ease in, meeting and interacting with the general population as well as with co-workers in a professional environment.  Positive customer service experience is a plus.

● Analytical acumen with which to understand financial and energy related statistical data. 

● Excellent written and oral skills, well organized and able to meet deadlines, and the ability to work well with both internal staff and external parties. 

● Experience with and a command of MS Office applications (Excel, Word, PowerPoint).

● Experience with the google business suite (G Suite) is a plus.

● Experience with database applications (such as Access or SalesForce) is a plus.

LIMITATIONS ON SELECTION

MEA is currently operating under a hybrid telework policy where employees typically work remotely three days a week and report to the office two days a week.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
