Main Purpose of Job

The Child Care Licensing Specialist is the full performance level of work inspecting, licensing, and monitoring child care centers, family child care homes, and non-public nursery schools to ensure enforcement of child care regulations and the provision of quality child education development programs. The main purpose of the position is to support the Office of Child Care’s goal of protecting the health, safety, and welfare of children in childcare settings outside their own homes through the licensure of childcare centers, the issuance of Letters of Compliance to certain religious child care programs, the registration of family day care homes, and the approval of nonpublic nursery schools and the investigation of complaints lodged against legitimate and illegal child care providers.

POSITION DUTIES

Examines licensing record documentation, including data from automated data systems (CCATS and ELIS), in order to ensure completeness and accuracy of case files, by reviewing licensing, registration, and nonpublic nursery school application and maintenance documents, inspections reports, requests for changes in operations, and reviewing automated systems’ data where appropriate. Supervises and evaluates performance of Licensing Specialists in order to positively communicate information to employee for ongoing performance management purposes by conducting staff meetings, reviewing CCATS and ELIS reports and using PEP evaluation standards and forms. Evaluates and assigns complaints to assure timely initiation of investigation and resolution by following standard OCC compliant investigation procedures. Recommends child care enforcement actions to Regional Manager in order to eliminate risks to children in care using COMAR 13A.15, 13A.16 and 13A.17.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree in child development, education, social work or psychology from an accredited college or university.

Experience: Four years of experience inspecting, licensing, and monitoring child care centers, family day care homes and non-public nursery schools.

Notes:

1. An Associate of Arts degree in early childhood development, teacher education, sociology or psychology and two years work experience inspecting, licensing, and monitoring child care centers, family day care homes and non-public nursery schools may be substituted for the required education.

2. Applicants may substitute graduate education in a Child Development curriculum at an accredited college or university at the rate of 30 credit hours per year for up to two years of the required experience.

SPECIAL REQUIREMENTS

Employees in this classification may be required to have daily use of a motor vehicle while on official State business. Standard mileage allowance will be paid for use of a privately owned vehicle.
