Main Purpose of Job

This position is responsible for the management of, planning, design, and construction for the Department of Health (“MDH”) facilities. Incumbent is the co-chair of the MDH/DGS Joint Program Office for implementation of the MDH 2041 Facilities Master Plan (“FMP”).

As such the incumbent is responsible for managing the development of: 

  • Incumbent is the lead liaison to the Department of Budget and Management Capital Budgeting Office for the development of the Department’s Capital Improvement Program, and is responsible for leading project programming and budget development for capital construction projects. 
  • Incumbent is the MDH lead liaison to the Department of General Services (DGS) Office of Design, Construction, Energy and is responsible for managing the development of project design, and owner representation for facility renewal and capital construction projects contracted by the Department of General Services on behalf of MDH. 
  • Incumbent is the MDH lead liaison to the DGS Office of Real Estate for real property transactions supporting the implementation of the MDH 2041 Facilities Master Plan. 
  • Incumbent leads staff and manages consultants providing planning, design, and construction oversight services. 
  • Incumbent promotes interagency coordination for the successful completion of projects.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelor’s degree from an accredited college or university and four (4) years of professional services experience, including two (2) years of supervisory or managerial experience.

Candidates can substitute eight (8) years working in related fields (architecture, engineering, construction project management, real estate development, business management, health care facilities management) providing professional services where two (2) of the eight total years includes managerial experience for the above education and experience requirement.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidate should possess the following:

  • Bachelor of Science Degree in Architecture, Engineering, Construction Project Management, Real Estate Development, Business, Healthcare Facilities Planning 
  • Professional Degree/Master’s Level Degree, Master of Architecture, MBA, JD 
  • LEED Accredited Professional or Building Energy Performance professional certification 
  • Certified Project Management Professional 
  • Ability to manage multiple competing demands and the ability to work with limited managerial supervision.
  • Experience developing/managing the development of building programs 
  • Experience developing/implementing strategic master plans 
  • Experience with real property processes.  This can include experience in lease management, right of entry agreements, and the transfer of real property.  This can also include management of tenant services, and tenant fit-out management.  
  • Knowledge of DGS Procurement Process for retaining consultants and management of AE firms for the development of Capital Building Projects 
  • Knowledge of DGS Professional Services Procedures and DGS Procurement Processes for Construction Services and construction administration 
  • Experience developing capital budgets/project budgets/experience with Department of Budget and Management Capital Budgeting Information System (CBIS) 
  • Experience managing consultants, including the management of healthcare planners, architects, MEPS engineers, building performance designers
