Main Purpose of Job

The Office of Health Care Quality (OHCQ) is the agency within the Maryland Department of Health (MDH) charged with monitoring the quality of care in Maryland’s health care facilities and community-based programs. OHCQ conducts licensure and certification surveys to determine compliance with State and federal regulations and provides technical assistance related to these activities.

The Deputy Director of Federal Programs will provide technical supervision to subordinates; address and resolve complex personnel issues; mentor program managers; serve as OHCQ’s appointing authority; oversee policies, procedures, and processes; evaluate the need for policy changes, manage the budget and procurement requests; serve as a decision maker on OHCQ’s Health Quality Account Grant committee; develop the final response to audits; review and revise COMAR regulations; review and make recommendations for changes to Maryland statutes; direct the strategic planning process; responsible for the MFR (Managing for Results) program and performance measures; and provide expert technical assistance. This position will also preside over and serve as the decision maker for show cause hearings; recommend appropriate enforcement remedies; serve as the Executive Director’s designee in informal dispute resolution conferences; and provide testimony in administrative appeals, administrative hearings, and other court proceedings. These activities directly support OHCQ’s mission to protect the health and safety of Marylanders across the health care continuum.

The Deputy Director of Federal Programs periodically participates as a surveyor to conduct licensure, certification, and survey activities in licensed and unlicensed health care facilities, providers, or programs on behalf of MDH and/or the Centers for Medicare & Medicaid Services (CMS). The purpose of these activities is to determine if a provider, facility or applicant is in compliance with State, federal, and local laws and regulations, standards of care, and standards of practice.

This job classification is designated by the Secretary of Budget and Management as being eligible to telework. This is a hybrid telework position where work hours may be performed from a State work site or from a remote work site based on the agency’s needs.

MINIMUM QUALIFICATIONS

Qualified applicants must possess a bachelor’s degree from an accredited college or university with at least five years of managerial experience in the field of health care, public health, human services or related field.

Preferred qualifications include a master’s degree from an accredited college or university.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess the following:

  • Working knowledge of the regulatory system
  • Experience in quality assurance, inspections, or surveying of health care facilities, community-based programs, clinical laboratories, or other businesses

    This is a Management Service position and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.
