LOCATION OF POSITION

This position is with the Maryland Department of General Services (DGS), Office of Design, Construction and Energy, located at 301 W. Preston Street, Baltimore, MD 21201.

Main Purpose of Job

This Program Manager position is responsible for the management of the capital planning, budgeting, design, and construction program within the Maryland Department of General Services (DGS) and in support of the Maryland Department of Health (MDH). The position reports to DGS and works closely with MDH. This position will serve as the lead liaison between MDH Office of Facilities and the Department of General Services (DGS) Office of Design, Construction and Energy.
 Duties for this position include but are not limited to:
• Coordinate facility planning with established strategic initiatives and approved long-range plans. 
• Prepare and support others in preparing scopes of work for capital projects. 
• Develop and coordinate the overall program and individual project schedules and budgets, including the MDH and DGS Capital Improvement Planning (CIP) budget process. 
• Manage external consultant services in the planning, designing and constructing of facilities. 
• Coordinate and work closely within DGS and with associated agencies to accomplish the MDH program goals. 
• Provide project management for developing RFPs for consultant services, project programming, and MDH owner representation for bond-funded capital construction projects. 
• Serve as MDH representative for AE Selection Committee(s) for retaining professional consultant services. 
• Lead retained consultants for project programming and managing the design process for capital construction projects on behalf of MDH. 
• Manage the implementation and updates to the MDH 2041 Facilities Master Plan. Provide direction and oversight of contractual and merit employee staff. Responsible for the overall project management and scheduling of capital improvement projects. 
• Serve as the MDH liaison to the DGS Office of Real Estate for management of MDH real property actions required to implement the MDH 2041 Facilities Master Plan. 
• Serve as the MDH liaison to the DBM Capital Budgeting Office for managing the MDH Capital Improvement Program. Manage use in developing DBM capital construction projects on behalf of MDH (projects in excess of $2.5 million). 
• Contribute to the MDH submission of the DGS preventative maintenance operations annual report to implement the facilities master plan recommendation for identified facility maintenance renewal projects. 
• Lead DGS technical staff for completion of projects and provide quality control review. 
• Initiate and manage procurement processes with the DGS Office of State Procurement on behalf of the Department of Health.

MINIMUM QUALIFICATIONS

Education:  A Bachelor’s degree in architecture, engineering or a related field from an accredited college or university.
Experience:  Five (5) or more years of experience in advanced planning, budgeting, programming, design and construction of capital-funded institutional facilities and sites, including performing quality control and reviewing contract plans, specifications and work products prepared by other licensed professionals for compliance with appropriate building codes and project requirements.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualifications. Include clear and specific information on your application regarding the qualifications.
• Experience leading teams of architects and engineers in planning, design and construction/contract documentation and construction scheduling is preferred.
• Experience project budgeting, construction cost estimating procedures and value engineering, understating of escalation and market trends is preferred.
• Knowledge of federal and State of Maryland building codes site development regulation and standards for institutional facilities is preferred.
• Ability to communicate technical concepts in writing and verbally is preferred.
• Experience with IBC institutional use groups.
• Good leadership and team skills.
• Proficient with Bluebeam.
• Proficient with MS Office Applications (i.e., Access, Word, Excel, and Project) and Google Office Suite (including Sheets, Forms, Docs).
