Main Purpose of Job

This position serves as the Assistant Director for local Family Investment Administration (FIA) programs, providing functional and administrative supervision to a team of supervisory-level FIA staff, and their direct reports, as well as overall administration for the local FIA programs. This position is responsible for all executive duties associated with FIA programs, to include interfacing with local and regional partners in the American Job Center, as well as establishing goals, priorities, policies, budgets, standards, and schedules for the local FIA programs.  The position is also responsible for ensuring compliance with Federal and State laws and regulations as it pertains to the execution of FIA programs.

POSITION DUTIES


  • Administers local Family Investment Administration services and initiatives consistent with State and Federal regulations.

  • Represents the local Department of Social Services at State and interagency meetings, committees, and taskforces.

  • Interprets Family Investment Administration programs and policies to the general public, agencies and elected officials.

  • Participates in the strategic planning process, and the preparation, execution, and monitoring of budgets.

  • Develops local policy and procedures needed to obtain program goals and provide excellent customer service.

  • Reviews and interprets local, state and federal reports and literature.

  • Maintains records, data and other information necessary for quality control, audits, budget monitoring and employee evaluations.

  • Advises the local Department of Social Services Director of changes in policy and recommends an appropriate plan of action.

  • Supervises, directs and evaluates a staff that includes several supervisory-level positions.

  • Develops and monitors an annual budget for Family Investment Administration programs, including workforce development.

  • Develops and implements a plan to appropriately utilize all local, state, and federal incentive dollars.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university.

Experience: Eight years of experience in administrative, professional or technical work; three years must have involved supervision of other employees or exercising responsibility for program development.

Notes:

1. Candidates may substitute graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for up to two years of the required general experience.

2. Candidates may substitute additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations on a year-for-year basis for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, two years must have been in an administrative, supervisory, or consultative capacity.

DESIRED OR PREFERRED QUALIFICATIONS

  • One year of experience in preparation, execution, and monitoring of program budgets;
  • One year of experience in developing and implementing operating procedures to ensure the effective administration of public assistance programs in accordance with State and Federal requirements;
  • One year of experience in monitoring programs to ensure compliance with State and Federal requirements;
  • One year of experience fostering and maintining relationships with community partners, government agencies, and local organizations
