POSITION DUTIES

Maryland’s Interagency Commission on School Construction (IAC) is recruiting a seasoned facilities professional with strong communication skills, facilities assessment experience, and a commitment to public service for a leadership position.

The Maintenance & Facilities Assessor will support the IAC in the effort to assess the level and quality of maintenance being performed in local school jurisdictions in Maryland and the condition and educational sufficiency of public PK–12 school facilities that Maryland’s local education agencies (LEAs) are responsible for maintaining.

The Maintenance & Facilities Assessor will conduct on-site assessments of public PK–12 school facilities and the facilities maintenance performed by LEAs in accordance with established procedures. In the maintenance-effectiveness assessment, the incumbent assesses—visually and otherwise— twenty-five systems and components related to physical plant and infrastructure at each facility for maintenance effectiveness. An evaluation is made and a rating is given based on observed indications of maintenance of the systems and components at each school as compared with standards included in the IAC’s evaluation rubric. The incumbent also identifies deficiencies that pose an immediate or potential threat to the life, safety, or health of occupants or the longevity of the building’s systems and the facility itself, and notes those deficiencies in a preliminary report. In the facility assessment, the incumbent assesses the condition of the major building systems of facilities and uses IAC standards and professional judgment to assign condition ratings to each in the form of remaining useful lifespan figures. The incumbent also evaluates the facilities against the IAC’s Educational Facilities Sufficiency Standards and identifies any deficiencies against the them.

MINIMUM QUALIFICATIONS

EDUCATION: An Associate’s degree from an accredited college or university in a technical, specific, or engineering discipline such as Architecture, Engineering, Construction Project Management, or a related field.

EXPERIENCE: Two years of experience assessing school facilities or as a Facilities Manager, Construction Project Manager, Engineer, or comparable qualified professional whose work has involved the following: design, construction, operations, repair, and maintenance of buildings or system services; experience in team management and leadership; and the use of computer or web-based facility management systems such as Computerized Maintenance Management Software (CMMS) or Enterprise Asset Management (EAM software).

NOTES:
1. Two years of additional experience as defined above may be substituted for the Associate’s degree.
2. U.S. Armed Forces military service experience as defined under the Preferred Qualifications may be substituted for the required education and experience on a year-for-year basis. 

DESIRED OR PREFERRED QUALIFICATIONS

- Experience assessing building systems and familiarity with the life cycles of typical building systems.

- Experience in building system Local, State, and National codes.

- Ability to communicate clearly & effectively; ability to manage timelines & deadlines; ability to maintain effective & collaborative working relationships.
