Main Purpose of Job

MIEMSS is looking for an EMS Communications engineer to perform or supervise a variety of engineering duties involving the design, installation and/or modification of a wide range of communication systems including voice, data and video communications via radio, terrestrial microwave or fiber optic transmission systems. This position will provide engineering expertise to MIEMSS technical staff, state, county, and local agencies and recommend new, or revise existing communications systems to achieve greater economy, efficiency and eliminate obsolescence. This position requires an individual with broad-based multi-discipline knowledge acting as a Subject Matter Expert (SME) in the Information Technology, Electrical, and Radio Communications fields. The position is designated as Emergency Essential may be subject to call-in on a 24 hour bases. Design, implement, and document TDM circuits over the statewide microwave system providing for the needs of state, county, and local agencies Design and implementation of new IP based communication patching systems to replace existing analog based systems Identifies and evaluates alternative site locations in support of the statewide microwave and radio communications system Designs and licenses microwave paths as part of the SIEC Technical group to support the statewide 700 MHz radio system and MIEMSS Communications Prepares formal communications system design proposal including site surveys, path profiles, cost estimates and construction and equipment specifications Prepares formal communications system design proposal including site surveys, path profiles, cost estimates and construction and equipment specifications Prepares and submits Federal Communications Commission licensing applications compliant with appropriate Federal regulations Provides technical advise and solutions to complex maintenance problems beyond capabilities of the MIEMSS technical staff Acts as project engineer in the installation of communication equipment or related structures Maintains as awareness of the state of the art as it relates to Emergency Medical Communications as field provider needs Assess the agency's equipment needs and prepares appropriate equipment specifications Works in conjunction with the Deputy to deploy and maintaining critical infrastructure State travel to perform various duties

POSITION DUTIES

  • Design, document and construct based upon State and local agency requests. Efficiently manage the Public Safety microwave bandwidth asset

  • Evaluate the current EMS radio systems coverage and performance and develop a needs analysis to identify geographic areas that require enhancement.

  • Pursue the acquisition of new sites through PSC Technical committee and state/county relationships

  • Provide recommendations for the Director for the implementation of changes

  • Maintain a leadership role in developing a robust microwave network plan based upon available tower locations as an active member of the PSC Technical committee

  • Engineer and license the new microwave paths and work with Department of Budget and Manager and internal staff to implement the new links in an efficient and timely manner

  • Prepare all Federal Communications Commission (FCC) and Federal Aviation Administration (FAA) filings as required to maintain compliance with Federal statutes

  • Maintain knowledge of current FCC rules that impacts EMS communications and make recommendations to the Director

  • Provide the technical expertise necessary to resolve maintenance issues that are beyond the technical staff's ability

  • Oversee vendors and contractors in the installation of new systems and ensure project goals.

  • Adhere to project budgets and industry standards

  • Maintain knowledge of changes in applicable technology

  • Maintain security patches and updates to the VoIP loggers, DNS entries, SQL server system checks, NAS services, Monitor WhatsUp Gold/PSInet performance and SLA checks

  • Manage and apply critical updates for servers and computer systems supporting EMRC and SYSCOM operations

  • Maintain knowledge of all posted security risks and applicable patches for: UNIX, LINUX and Windows servers and WhatsUP and SQL servers

  • Monitor network latency and SLA monitors on a daily basis in conjunction with the PSInet technical group

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university with a major in Electronics, Communications Engineering or related field

Experience: Severn years of experience in the design and implementation of two-way radio, terrestrial microwave, satellite communications, radio frequency, mobile data or wireless communications systems to include three years of IP network support and computer systems administration

Notes:

1) Candidates may substitute an Associate's degree in electronics, communications engineering, satellite communications, radio frequency (or related field) and nine years of the required experience to include three years of IP network support for the required education and experience.

2) Candidates may substitute completion of trade school with a concentration in Electronics/specialization in Communications (or related field) and nine years of the required experience to include three years of IP network support for the required education and experience.

3) Experience in the design and implementation of two-way radio, terrestrial microwave, satellite communications, radio frequency, mobile data or wireless communications systems may be substituted on a year-for-year basis for the Bachelor's degree.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience in the design and implementation of two-way radio, terrestrial microwave, mobile data or wireless communications systems

  • Have the following licenses: ISCET, NABER, FCC General Radiotelephone or higher FCC license, and/or APCO

  • Possess a motor vehicle operator's license valid in the State of Maryland

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a current Federal Communications General Radiotelephone license or a specialized communications license from one of the following professional organizations:

  • International Society of Certified Electronics Technician (ISCET)
  • NABER ( National Association of Business and Educational Radio, INC)
  • APCO (Association of Public Safety communications Organizations)

2. Employees in this classification may e assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to posses a motor vehicle operator's license valid in the State of Maryland.
