Main Purpose of Job
To provide business training and support to licensed blind vendors to maximize their abilities and opportunities to operate vending facilities in the MD BEP in accordance with the Randolph-Sheppard Act, its regulations, Education Article, Section 21-301-303, and COMAR Regulations 13A.11.04.101-119.
POSITION DUTIES
Review the business operations
of licensed blind managers through on-site visits and review financial Reports
submitted monthly. Reviews financial information for accuracy, completeness and compliance with established
procedures and regulations. Record Comparative
Earnings. Perform facility operations reviews for assigned locations, including
facility operations, control of assets, customer satisfaction, maintenance of
equipment and sanitation inspections in accordance with Program policy. Work
with managers to develop strategies and marketing concepts for improving
business. Provide daily support to managers for prompt resolutions of their
business concerns. Ensure that each
vendor is operating the facility according to the terms of the Operating Agreement,
permit or contract, pursuant to the regulations. Coordinate the timely transfer
of assigned manager between vending facilities, prepare new operating
agreement, preparing bid specifications, provide oversight and perform
inventory of facility equipment to include recommendation for replacement,
monitor and document equipment transfers and authorize equipment relocation,
repairs and/or replacement. Provide
oversight management for maintaining the daily operation of vending facilities
where no licensed vendor is assigned, including hiring personnel, managing all
financial aspects of the business. Provide support to the other BEP staff and
the office coverage needs.
MINIMUM QUALIFICATIONS
Education: Possession of a Bachelor's Degree.
Experience: Two (2) years of
professional experience in business management, hospitality, food service, or
closely related field.
NOTES:
- Additional
experience as defined above directly related to the position may be substituted
for the required Bachelor's degree at the rate of one year of experience for
one year of education.
- Possession of a Master's Degree may be substituted for one year of the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
- Experience with Maryland Food
Service laws and regulations related to operation of food services facilities.
- Knowledge and experience with
marketing strategies for a small business, particularly food service.
- Experience with operating a
convenience store, micro market, or snack bar.
SPECIAL REQUIREMENTS
Selected applicant must pass a HSPD 12 (Homeland Security Presidential Directive) Clearance for the purpose of entering federal buildings.
