Main Purpose of Job

This position is responsible for the administration of Services for the Blind and Visually Impaired (SBVI) located at the Workforce and Technology Center (WTC) under the jurisdiction of the Office for Blindness and Vision Services (OBVS), Division of Rehabilitation Services (DORS). This position is responsible for the development and successful implementation of services at the WTC specifcally for those with vision impairments that will enhance their ability to obtain and maintain successful employment.

POSITION DUTIES

Plan, direct and monitor all B/VI Services to include developing and implementing services to meet Agency Action Plan objectives and OBVS program goals; determining program needs and recommending and implementing plans for meeting program objectives and outcomes; evaluating program effectiveness in accordance with COMAR regulations and DORS and OBVS program goals; and demonstrating quality supervision of staff by interpreting and implementing personnel policies, regulations and procedures.  

Development of independent living program training, career exploration, job preparation and job seeking skill training. Reviewing reports for quality. Supervision and guidance to staff.

MINIMUM QUALIFICATIONS

EDUCATION:  A Master’s Degree and/or course work in Management, Supervision or Administration.

EXPERIENCE:  Four years of professional work experience in providing rehabilitation services.  Two years of which must have been as a Vocational Rehabilitation Technical Specialist at the full performance level within the designated option.  Two years of the required experience must have included specialized experience in providing rehabilitation counseling, vocational evaluation, or employer relation services to clients with physical or mental disabilities; or teaching services to clients with partial or total visual impairment. 

LIMITATIONS ON SELECTION

Recruitment is limited to current Division of Rehabilitation Services (DORS) employees.
