Introduction

Maryland 529 is an independent State Agency responsible for administering two IRC Section 529 College Savings Plans; the Maryland Senator Edward J. Kasemeyer Prepaid College Trust and the Maryland Senator Edward J. Kasemeyer College Investment Plan.  The Maryland Prepaid College Trust (MPCT) is a “defined benefit” type plan and the Maryland College Investment Plan (MCIP) is a “defined contribution” type plan, both of which are designed to provide ways for families to save for future college expenses and reduce reliance on future student loan debt. In addition, the agency also administers the State’s 529A program through the ABLE Act designed for Americans living with disabilities.  

This position reports to the Executive Director and works with the Board of Trustees and departmental Directors.     

This position is located in downtown Baltimore and serves at the pleasure of the appointing authority.  State employment benefits are offered with this position.

POSITION DUTIES

This position provides administrative support to the Executive Director and Maryland 529's Board of Trustees and performs many of the day-to-day tasks associated with executing the processes and procedures of the Agency. This position also provides support to the Agency Directors on various projects and support in resolving escalated account holder matters. This position acts as backup Timekeeper and Agency Travel Coordinator.

The listed duties are basic responsibilities.  From time to time, there may be additional duties assigned, as needed, based on business needs.

  • Provides Administrative support to the Executive Director and assistance to departmental Directors with various projects, including assistance with the daily operations of the Agency.
  • Provides administrative support to the Maryland 529 Board and Maryland 529 Board Committees, including the scheduling of meetings, preparation of meeting minutes and distribution of reports and meeting materials.
  • Attend Board Meetings for the purposes of taking Minutes
  • Maintains accurate Board files, including paper and electronic media.
  • Prepares additional reports as needed for the Maryland 529 Board, including organizational/workflow charts and assists in the development and maintenance of Board policies and procedures.
  • Assist with the ongoing development and documentation of the Agency's institutional memory relative to the Board and Committees, records retention, and other administrative procedures.
  • Provides support in resolving escalated account holder matters that are referred to the Execuitive Director by the Governor's Office, General Assembly, and/or Board members.
  • Maintains files and documents for the Executive Director pertaining to Agency management.
  • Coordinate travel logistics including airfare, hotel reservations and registration for conferences and events.
  • Schedule staff meetings and maintain the conference room and/or virtual calendar, including coordination of any meeting related software.
  • Act as the MD529 backup Timekeeper and assumes those functions as required and needed on a regular basis.
  • Act as backup DoIT Liaison for IT related  issues for the Agency.
  • Responsible for the required mailings of the Annual Statement(s) for MPCT, MCIP and ABLE programs.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelor's degree from accredited college or university, at least five years of experience performing administrative support to a senior level administrator or executive level staff and at least two years of experience with executive level calendar management.

 

Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess:

 

  • Experience coordinating and prioritizing multiple tasks in an efficient and effective manner while ensuring timely communication with supervisors in the event priorities need to shift;
  • Intermediate experience with Microsoft Office (Excel, Publisher, PowerPoint, Word), Google Suite (Gmail, Docs, Sheets, Slides, Forms, Calendar), and virtual meeting applications (Google Meets, Zoom, Microsoft Teams, WebEx, Go-to-Meeting);
  • Experience communicating with internal and external executive audiences (including verbal and written communication and strong presentation skills in physical and virtual environments).
  • Experience working with a Board of Trustees, or similar type of Board.
