The Maryland Department of Commerce is seeking qualified applicants for the position of Energy Program Manager within its Division of Business and Industry Sector Development, Office of Strategic Industries & Entrepreneurship.
This is a special appointment position that serves at the pleasure of the appointing authority.

Main Purpose of Job
This position works with Maryland’s energy sectors and focuses on key subsectors ensuring they have the resources and a conducive environment to encourage startups, attract new business and investment from out of state, and assist established firms to grow and expand. This position also has supervisory responsibility and directs the work of the Agriculture Industry Specialist.
POSITION DUTIES
Primary responsibility is to work with Maryland’s energy sectors focusing on key subsectors ensuring they have the resources and a conducive environment to encourage startups, attract new business and investment from out of state, and to assist established firms to grow and expand. Key energy subsectors include: offshore wind, clean energy technologies, public utilities, solar, and others. Position works with energy stakeholders, providers, innovators, and entrepreneurs; targeting energy sectors to ensure Maryland attract new providers, assist with the growth and expansion of established firms, and support innovation and new business ventures; establishes relationships with firms, internal collaboration with departmental, inter-agency subject matter experts, and regional representatives, to determine common obstacles to and opportunities for continued sector expansion. Incumbent will operate as the primary link between the agency and Maryland’s energy companies; serve as expert on industries’ related matters; and market Maryland as a destination for energy industry firms focusing on statewide growth in energy with rural Maryland as a key area. Statewide travel and attendance at out of State conferences.
The selected employee will possess excellent interpersonal skills to work with and maintain effective working relationships with high level public and private sector officials; knowledgeable of State’s energy industry and technology landscape; proficient in the Maryland state legislative process pertaining to energy programs, policies, regulations; excellent written and oral communication skills; ability to handle multiple, concurrent, high priority projects, and proficient with Google Mail, Microsoft Office Suite and/or other relevant software.
MINIMUM QUALIFICATIONS
Education: Bachelor’s degree in Business, Finance, Real Estate/Land Use, or related industry field
AND
Experience: Six (6) years of increasingly responsible experience in industrial, business, or economic development; marketing; planning; commercial real estate; or related field. Four (4) years of which involved interacting with energy related field in a business development or program management role.
Notes:
1. Additional business and technical experience in the energy field may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required general experience.
3. U.S. Armed Forces military service as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures, and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
1) Knowledge of and work experience in one or more of the energy sectors listed above.
2) Working knowledge of the challenges and opportunities specific to rural Maryland.
3) Supervisory experience.
4) Advanced Degree.

Some Statewide travel is required.
Employees in this position may be assigned duties which require the operation of a motor vehicle. Employee assigned such duties will be required to possess a driver’s license valid in the State of Maryland.
