POSITION DUTIES

This position serves as Section Chief, Technology and Data Solutions (TDS), in the Office of School and Community Nutrition Programs (OSCNP), Maryland State Department of Education (MSDE). The Section Chief provides leadership, management, oversight, budget preparations, and supervision for the administration of Technology and Data Solutions; conducts long term planning to address enhancements to the Maryland Accountability and Reporting System (MARS) and the Maryland Direct Certification System (MDCS); manages redesign of business processes; and, assures that systems and programs are operated in compliance with State and federal laws and regulations.

The Section Chief is responsible for nutrition program data collection and analysis to support internal and external decision making in school assessment, outreach and funding for improvements in educating and providing nutritional adequacy for the State's student populations.  

The Section Chief develops and provides training sessions for adult users of the MARS data system. The MARS and MDCS are web-based applications automating the program administration and claims processing for the five Child Nutrition Programs (CNPs) administered by MSDE.

Responsibilities include:
  • Assisting OSCNP Director in defining information technology goals and objectives for the OSCNP
  • Establishing standards for CNP administration
  • Directing the development of new policies and procedures
  • Determining funding needs, budget, project plans, estimations, specifications and presentations for administration and operation of the CNPs
  • Supervising personnel in TDS and related functions
  • Coordinating the nutrition programs as it relates to technology and data systems to assure accuracy, efficiency, and compliance with State and federal regulations
  • Developing and implementing training sessions for adult administrators of the five CNPs administered by the OSCNP
  • Developing federal and State management and operations plans
  • Leading the development of short and long-range plans with Local Education Agencies
  • Identifying Information Technology systems needs of the OSCNP
  • Integrating and analyzing data to measure Program improvements and efficiencies

MINIMUM QUALIFICATIONS

EDUCATION:  Possession of a master's degree or at least 36 hours or equivalent post-baccalaureate course work.

EXPERIENCE: Five years of experience administering data management, nutrition, education or library programs.

Notes:
1. A Bachelor's degree and seven years of experience may be substituted for the master's degree and experience as listed above.
2. The above requirements are set by the Maryland State Department of Education in accordance with 
Education Article Section 2-104.

SELECTIVE QUALIFICATIONS

Two years experience managing an electronic data system that is designed for access by both internal and external customers.

DESIRED OR PREFERRED QUALIFICATIONS

Demonstrated experience working with Child Nutrition Programs.

Education or experience concentrating in Computer Science, Information Systems Management, Mathematics, or related fields.

SPECIAL REQUIREMENTS

Applicants must consent to a State Police Background Check as a routine procedure for all employees of MSDE.
