POSITION DUTIES

The Identity & Access Management FMIS Specialist position performs the associated tasks for provisioning, managing and deprovisioning access for DoIT’s customer agencies for the Financial Management Information System (FMIS) & RSTARS as part of the Identity and Access Management Team.

This position performs daily administrative and technical work necessary to manage, document, and facilitate supported user access to the FMIS systems and the rights on those systems, which helps ensure security standards are met and enforced throughout the Enterprise while responding to user needs. This position requires close attention to detail and accuracy.

Process security forms for DoIT applications and review daily reports within State operating mandates. This includes:

  Onboarding & Offboarding requests for ADPICS, FMIS & RSTARS

Focus Access

Reviewing daily access & activity reports for issues Generate, review, and analyze reports regarding access rights to IT systems on established schedules, and follow documented procedures to identify and resolve potential access related security issues.

Onboarding & Offboarding of BAS Application Accounts Initiate, escalate, and track efforts to resolve IAM related technical issues following established incident and problem management procedures.

Identify and document IT systems and data owners, and recommend new or modified procedures for incorporating the management of access to those systems into IAM unit area of responsibility.

Assist in preparing and presenting training on IAM topics or procedures for customers, IAM team members, and other audiences, and attend required IAM training sessions.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate. 


Experience:  Two years of experience providing client-side computer hardware and software assistance to supported end users.  This includes providing technical guidance to users and diagnosing and resolving issues, coordinating configurations and installations, installing system software and hardware and general troubleshooting of PC hardware and software.


Notes:

1. A Vocational Certificate, a Microsoft Certified Product Specialist certification, or an equivalent certification and one additional year of experience providing client-side computer hardware and software assistance for supported end users may be substituted for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Computer User classifications Management specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Our Preferred Candidate Will Have the Following:

Working experience with the State of MD Financial Management Information System (FMIS) and RStars coding.

Experience working in an IT customer service setting.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license in the State of Maryland.

SPECIAL REQUIREMENTS

1. Applicants for this classification may handle sensitive data. This will require a full scope background investigation prior to appointment.  A criminal conviction may be grounds for rejection of the applicant.

2. Employees may occasionally be required to travel to field locations and must have access to an automobile in the event a state vehicle cannot be provided. Standard mileage allowance will be paid for use of a privately owned vehicle.
