POSITION DUTIES

The Deputy Accounting Section Chief, Expenditures and Payments position is a key role in MSDE’s Office of Fiscal Operations and Accountability. The ideal candidate will be relentless in ensuring accuracy of all records and supporting documentation; will appreciate the urgency and importance of this work without also sacrificing attention to detail; and will be equally as strong in conducting the work of the section as being an innovative, systems thinker. This role is excellent for a problem solver who is well equipped to develop recommendations and then implement those recommendations – seeing the work through to successful completion.

The role, in MSDE’s accounting section, is responsible for providing leadership and administering technical assistance in planning and directing the activities of the accounts payable, grant accounting, payroll and fixed asset accounting staff in MSDE’s accounting section. The position reviews work produced by accounting staff to ensure that the department is in compliance with federal regulations, Generally Accepted Accounting Principles (GAAP) and guidelines established by the Comptroller’s Office and Department of Budget and Management (DBM). This position reviews audit reports and prepares audit responses and corrective action plans for submission and approval by the Chief of Accounting. This position also coordinates year-end-close activities and prepares year end reporting as well as documentation supporting accounting decisions.

Job duties include:

• Driving accounting section efforts to develop, implement, and keep-current the Standard Operating Processes and Procedures of MSDE’s Accounting Section.
• Maintain, oversee, and implement clear, well-documented processes for payroll and payroll cost allocation.
• Supervising the Accounting Supervisor II position and managing operations of the general accounting section to optimize efficiency and productivity.
• Managing and/or providing training as needed in any accounting area.
• Managing advanced level cost accounting in payroll and fund accounting in preparation of financial reports.
• Managing the work product of the section to ensure technical proficiency and establish performance standards to identify and report factors affecting work quality.
• Maintaining proper supporting documentation for audits.
• Analyzing the branch operations to identify accounting functions which would benefit from changes in methods or procedures.
• Recommends and facilitates organizational and business process changes to meet agency requirements.
• Analyzes, develops, maintains and disseminates agency unique policies, procedures and documentation.
• Manages the preparation of year-end closing entries reconciliations and schedules related to accounting functions in accordance with GAAP principles and guidelines established by the State Comptroller’s Office and DBM.
• Advises State, Federal and public auditors on fiscal policy and detailed accounting procedures related to general accounting during their periodic reviews of agency accounting records. 
• Assists in the development of responses to audit findings and implements corrective actions with the overall internal accounting structure related to accounting functions.
• Represents the Branch at various meetings and designated activities.
• Provides analytical support for special financial projects.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s Degree in Accounting, or a Bachelor’s with 30 credit hours in Accounting or related courses, from an accredited college or university.

Experience: Five (5) years of professional experience examining, analyzing, and interpreting accounting systems, records and reports by applying General Accepted Accounting Principles.  Two (2) years of the required experience must include the direct supervision of other professional employees.

Note: 
1. Applicants may substitute possession of a certificate as a Certified Public Accountant (CPA), or a Master’s degree in Accounting, Finance, or Economics for one year of the required experience.
2. Applicants may substitute one year of professional budgeting or auditing experience for one year of the required experience.

SELECTIVE QUALIFICATIONS

• Applicants must have at least one (1) year of financial/accounting experience in a State or public sector environment.

DESIRED OR PREFERRED QUALIFICATIONS

• Knowledge of General Accepted Accounting Principles (GAAP)
• Knowledge of governmental accounting standards, policies, and procedures
• Experience with financial database/systems such as the Financial Management Information Systems (FMIS) and R*STARS
• Licensed Certified Public Accountant
• Experience in the interpretation of State and Federal Statutes and Regulations
• Ability to effectively supervise and lead professional staff, manage projects, monitor performance, and implement improvements
• Ability to analyze data and make should decisions
• Ability to manage schedules and meet established timelines
• Ability to effectively communicate with all levels of officials (both inside and outside the agency)
