Introduction

The Maryland State Retirement Agency is the administrator of the Maryland State Retirement and Pension System (“System”). The System is a $67.6 billion defined benefit retirement system covering governmental employees within the State of Maryland.

The Agency is seeking to hire three (3) Accountant Trainees to add to its Finance Division. Primary duties include efficient and accurate General and Subsidiary Ledger accounting, maintenance and full cycle level of closing accounting books and records in accordance with generally accepted accounting principles (GAAP); preparation of financial statements, graphs, charts, presentations, and communications both for internal and external distribution; research and resolution of complex problems and sensitive issues and the ability to exercise creativity in devising solutions to problems. Must also maintain organized and concise files of important documents, reports, and records and assist in responding to audit inquiries and requests.

This is a contractual position with the potential of becoming a permanent hire. Please note this position will serve at the pleasure of the agency appointing authority.

Main Purpose of Job

The Accountant Trainee will support upper-level accountant supervisors and managers while performing essential duties and providing important services within and external to the Maryland State Retirement Agency. Accountant Trainees are integral to the hierarchy of the Finance Division and the Maryland State Retirement Agency as they assist with resolving many financial, accounting, and banking issues before they become larger problems. This position functions as an Accountant Trainee within the Financial and Accounting Operations Unit of the Maryland State Retirement Agency’s (MSRA) Finance Division as professional staff support in the accounting, administration, reconciliation and reporting of the Agency’s financial transactions and investments in carrying outits mission to safeguard the assets of the Maryland Pension Trust Fund; efficiently collect the required employer and members contributions necessary to fund the System; and to accurately pay retirement allowances in a timely manner as provided by the State pension law to the System’s retirees and their beneficiaries.

POSITION DUTIES

Accountant Trainees have but are not limited to the following responsibilities:

Maintaining accounts receivable, document bills and supporting documentation

Maintaining accounts payable, ensure timely payment of invoices, confirming validity of the debt and gathering appropriate signatures

Assisting with Timekeeping and Payroll processing

Updating financial records via accounting software

Preparing annual budgets under the purview of senior management

Analyzing financial statements and prepare balance sheets

Assisting with the month-end and year-end full closing process and production of required financial reports and filings.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: None

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours auditing, for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

An eager desire to learn and professionally develop into a strong analytical and competent advanced accountant.

The ability to read and review numbers, analytics and statistics.

Solid organizational skills with maintaining financial files, documents, and notes.

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

At least one year of experience using Microsoft Excel and Word

At least one year experience in preparing and processing financial transactions

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
