Main Purpose of Job

The main purpose of this full-time contractual position is to ensure the timely and appropriate processing of invoices from multiple vendors across multiple funding streams and across multiple agencies involved in the MDH response to public health emergencies and general operations support. Duties include but are not limited to: securing and documenting accurate receiving and inventory reports for goods and services and processing payments via FMIS and the Maryland Department of Health payment process, and creating or maintaining current tracking databases of invoices and payments, as needed.

Position functions on a 24/7 status and may need to respond for a public health emergency. Position is also eligible for a Hybrid Telework Schedule with supervisory approval.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

2. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

3. Applicants may substitute one year of professional budgeting experience or one year of professional auditing experience for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administration classifications or Financial Management specialty codes in the Financial field on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess experience:
- with FMIS to track payment processing
- using the State fiscal process to include invoicing, pay blocks, purchase order and blanket purchase order processing and journal adjustments within the State system
- tracking the spending of various costs using Excel or Google Sheets to determine annual costs for services for budget projections
- utilizing MS Excel and Word which includes the usage and creation of pivot tables 
- interacting with vendors and agency partners

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
