Introduction

The Governor’s Office of Crime Prevention, Youth and Victim Services, serves as a coordinating office that advises the Governor on criminal justice strategies. The office plans, promotes, and funds efforts with government entities, private organizations, and the community to advance public policy, enhance public safety, reduce crime and juvenile delinquency, and serve victims.

Main Purpose of Job

Assists the budget and accounting division with daily activities related to payroll reconciliation, accounts receivable, journal or payment entries in R*STARS, fiscal research and other fiscal related activities.

POSITION DUTIES

Coordinates and manages the dissemination of SAPP funding for the agency. 

Prepares award letters and mails to recipients.

Enters grants and payments receipts into GMS.

Provides guidance and instructs grant applicants on the proper way to complete grant forms for assigned grants, including the State Aid Police Protection (SAPP) grant and various law enforcement grant portfolios.

Prepares invoices for the accounting division to process.

Research and resolve financial discrepancies with Accounts Payable, Budget, and Auditors related to SAPP

Maintain up-to-date records, activity logs on grant awards and expenditures

 Prepare reports regarding grant expenditures that are used to make budget projections

Reconcile fund/award activities and transactions in the Grants Management System (GMS) for pre-award to post-award, including GMS closeouts entries in R*STARS.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.

Notes:

1. Candidates may substitute experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Our Preferred Candidate Will Have

A working knowledge of the State of Maryland R*STARS system.

Experience working with grants.

BENEFITS

Contractual employees who work for an agency and have a current employment contract of 30 or more hours a week (or on average 130 hours per month) will be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Paid leave will accrue at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
