The Office of the Public Defender has a centralized Information Technology headquarters office located in Anne Arundel County and numerous field locations to include local OPD offices, courthouses, local detention centers, and mental health hospitals.  

The Information Technology Division provides department-wide Cybersecurity tasks including research analysis, solution design, development, product installation, system integration, and root cause analysis of cyber threats and compromise to ensure OPD remains compliant and secure with the State of Maryland Information Technology Security Manual.

Main Purpose of Job

The Jr. Cybersecurity Analyst is involved in protecting OPD’s critical infrastructure. The Jr. Cybersecurity Analyst will be provided access to multiple toolsets for monitoring and reporting on the security status of the environment.

POSITION DUTIES

The Jr. Cybersecurity Analyst will be responsible for:
  •  Take a lead role in analyzing and eliminating vulnerabilities on our network security scans including (but not limited to): Work with the IT Teams to create a secure and resilient computing architecture.
  •  Monitor security/vulnerability alarms via centralized systems: respond and direct accordingly.
  •  Assist team members and internal clients to address complex security issues. 
  •  Assist with implementing OPD’S cyber education platform and testing.
  •  Assist with penetration testing, audits and vulnerability assessments.
  •  Provide on-going technology risk reporting, monitoring key trends and defining metrics to regularly measure control effectiveness.
  • Participate in incident response and forensic investigation activities. 
  • Perform regulatory compliance support and analysis activity in meeting Regulatory Compliance obligations with DoIT’s Security Manual.
  • Work with key business and IT teams to promote security initiatives, best practices, and general security awareness. 
  • Identify security improvements by assessing the current situation, evaluating trends, and anticipating requirements. 
  • Actively participate in collaborative planning activities as a member of the OPD Information Technology Department team, helping to drive achievement of departmental goals and objectives.
  •  Assist with IT procurements to ensure Cybersecurity practices are being followed.

MINIMUM QUALIFICATIONS

Experience: One year of experience maintaining and modifying operating systems for multipurpose, multi-tasking computers.

Notes:

1. Candidates may substitute thirty credit hours from an accredited college or university in Computer Information Technology, Computer Science, Management Information Systems or other information technology related field to include course work in machine or assembler computer languages, and operating system and data communication technology for multipurpose, multi-tasking computers for the required experience.

2. Candidates may substitute experience operating multipurpose, multi-tasking computer systems; or scheduling, controlling input and output or maintaining a tape library to process data on multipurpose, multi-tasking computer systems; or converting data from project specifications by developing program code using third generation computer programming languages; or designing, developing and maintaining communications networks on a year-for-year basis for a high school education.

3. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Computer Information Technology, Computer Science, Management Information Systems or other information technology related field to include course work in machine or assembler computer languages, and operating system and data communication technology for multipurpose, multi-tasking computers for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Computer Systems Operations classifications or Computer Systems Operations specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications:
Prior experience with cybersecurity performing high-visibility with tracking incidents, requests and issues. or a degree in cybersecurity.
Strong written/verbal communication skills and customer service oriented.
Must have foundational working knowledge of principles and practices of cybersecurity and network scanners/tools.
Must have strong knowledge of network security terminology and methodologies, including internet protocols and associated risk.
Must have well-developed analytical and problem solving skills.

Employees in this classification may be subject to call-in 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached.
