POSITION DUTIES

The Comptroller of Maryland is recruiting for a qualified IT professional to fill an IT Programmer Analyst Supervisor vacancy in the Agency’s Annapolis office. We are seeking an object oriented developer looking to move to the next level or a supervisor with experience in managing web application programmers and still do development work if so desired. The position manages staff performing advanced level of work analyzing, designing, developing, testing, implementing and maintaining computer applications for the Internet, and Intranet that satisfy the requirements of the Comptroller’s Office. MINIMUM QUALIFICATIONS

Experience: Seven years of experience, three years of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools and an additional four years of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools.

NOTES:

  1. Candidates may substitute six credit hours of coursework in application analysis and programming using generally accepted computer programming languages or other developmental tools for six months of the required experience.
  2. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the additional four years of the required experience. 
  3. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and application programming using generally accepted computer programming languages or other developmental tools for the additional four years of the required experience.
  4. Candidates may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, on a year-for-year basis for a high school education.
  5. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field and three years of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools for the required experience.
  6. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Computer Systems Programming classifications or Computer Systems Programming specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.
** For education obtained outside of the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. DESIRED OR PREFERRED QUALIFICATIONS

  • Experience serving as a project leader on multi-developer projects.
  • Experience in supervising technical personnel.
  • Strong interpersonal, communications and analytical skills.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to be on an on periodic on call schedule and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached or may be furnished with a cell phone.

EXAMINATION PROCESS

Only applicants who meet the minimum and selective qualifications for this recruitment will be considered for this opportunity. Qualifying applicants are subject to an oral interview. Prior to appointment, the employee must successfully undergo a comprehensive background investigation including a review of criminal, MVA and tax records; and determination of legal authorization to work in the United States or under the United States Immigration Reform and Control Act of 1986. This background check is comprehensive and may involve fingerprinting. Upon initial appointment OR promotion to a position in the State Personnel Management System, an employee is required to serve an initial six- month probationary period. This probationary period may be extended an additional six months under certain circumstances at the discretion of the appointing authority.
