POSITION DUTIES

The MDH Healthcare System comprises eleven MDH owned and operated healthcare facilities including adult psychiatric hospitals, regional institutes for children and adolescents (RICAs), facilities for individuals with intellectual and developmental disabilities, and long-term care hospitals. The MDH Healthcare System also includes the Office of Court Ordered Placements and Evaluations and Utilization Review. The MDH Healthcare System has 3,700 employees and cares for approximately 1,900 patients annually.

The main purpose of this full-time position will be to serve as the Regulatory Lead and Coordinator for the MDH Healthcare System. This position will be responsible for leading the eleven MDH Healthcare facilities through regulatory and accreditation surveys and responses. This position will also be responsible for ensuring system-wide compliance with Joint Commission (TJC), Centers for Medicare & Medicaid Services (CMS), Office of Health Care Quality (OHCQ), Occupational Safety and Health Administration (OSHA), ICF/MR regulations, and other State and Federal regulatory agencies’ requirements. The employee will be required to possess and maintain a current knowledge of COMAR, Federal, and State regulations, and Joint Commissions and other accreditation bodies governing the operation of the above-mentioned facilities. Must be able to travel to the various MDH facilities.

NOTICE: This position is telework eligible and will operate on a hybrid schedule.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree in Nursing or a related field from an accredited college or university.

Experience: One year of experience inspecting licensed health care facilities to ensure compliance with State and federal regulations.

Notes:

1. Candidates may substitute two years of experience as a Registered Nurse for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Nursing classifications or Nursing specialty codes in the inspection of health care facilities and program field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess:
  • Experience conducting and responding to regulatory and accreditation surveys for healthcare facilities;
  • Experience developing, approving, and implementing plans of correction for survey findings;
  • Experience with COMAR, Federal, and State regulations, and Joint Commissions and other accreditation bodies.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess and maintain a current license as a Registered Nurse from the Maryland State Board of Nursing by time of hire.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
