Main Purpose of Job

The mission of the Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA) is to protect, promote and improve the health and well-being of all Marylanders and their families through the provision of public health leadership and community-based public health efforts, in partnership with Local Health Departments (LHDs), providers, community-based organizations, and public and private sector agencies, with special attention to at-risk and vulnerable populations. Within PHPA, the Infectious Disease Prevention and Health Services Bureau (IDPHSB) works to improve the health of Marylanders by reducing the transmission of infectious diseases and helping impacted people live longer and healthier lives. The Bureau works in partnership with LHDs, providers, community-based organizations, and public and private sector agencies to provide public health leadership in the prevention, control, monitoring, and treatment of infectious diseases.

The main purpose of this full-time contractual position is to provide community-level decision support to both the Office of Faith Based and Community Partnerships (OFBCP), and our partners, by presenting analysis and interpretation of quantitative and qualitative data. Such data includes economic and social factors; human resources; population trends; incidence of disease; or, determination of need. 

This position will prepare reports which address the orderly and controlled development, re-development, expansion, or re-allocation of local, regional, or State HIV resources. This position will also establish protocols to ensure that programmatic plans are enacted, while assisting to create demand for change processes. Specifically, this position will manage the State of Maryland's HIV planning processes, thereby resulting in Needs Assessment activities for HIV prevention and health services, including activities mandated by funding bodies. 

Working in partnership with local, regional, State, and federal agencies, as well as with administrations, private institutions, planning bodies, and other stakeholders, this position will coordinate all information-gathering activities including, but not limited to, program-specific Statewide and local meetings; learning communities; public forums; community conversations; and, town halls. Additionally, this position will participate in grant reporting, response to funder requests, and community engagement.

Finally, the fourth goal of the National HIV/AIDS Strategy is to achieve a more coordinated response. In order to achieve this goal, as well as to actualize the HIV Informed Systems of Care strategy of the Maryland Five-year HIV Plan, this position will be housed in PHPA's Center for HIV Prevention and Health Services.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s degree from an accredited college or university in Health Planning, Public Health, Health Science, Hospital Administration, or Health Care Administration.

Experience: Three years of professional experience in health planning.

Notes:

1. Possession of a Master’s degree from an accredited college or university in a field identified above may be substituted for one year of experience.

2. Possession of a Doctorate degree from an accredited college or university in a field identified above may be substituted for three years of experience.

3. Possession of a Bachelor’s degree from an accredited college or university, and one year of professional experience in health planning, may be substituted for the required specialized Bachelor’s degree.

4. Applicants may substitute experience in health or hospital administration for the required experience, on a year for year basis, provided the applicant has at least one year of professional experience in health planning.

5. Health Planning experience obtained in a State Health Planning and Development Agency, or in a Health System Agency as designated by Public Law 93-641, may be substituted at the rate of three months for four months of the required experience.

6. General Health Planning experience, as required above, is defined as experience obtained in a professional capacity in an operation established solely for the delivery/evaluation of health services (e.g. Hospitals, H.M.O.’s, Insurance Companies). Such experience must have been the primary purpose of the position during the time in question. Health Planning duties which are performed only incidentally are not considered as qualifying.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this, or other, State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. 

You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
