Main Purpose of Job

This position functions as a special assistant to the Director of the Division and develops, coordinates and manages projects designed to implement behavioral health service system changes throughout the State of Maryland. The focus of this position is to oversee creation and implementation of projects that transform service provision to more effectively promote and sustain recovery from behavioral health disorders: a recovery oriented system of care (ROSC). Collaboration between multiple offices within and/or external to the Division and with multiple stakeholder groups is necessary to fulfill the job functions.

These projects include, but are not limited to creating and implementing new projects aimed at facilitating system transformation to ROSC; promoting ROSC principles with multiple stakeholder groups; assessing service provider readiness to adopt ROSC policies, services, and practices; overseeing and providing ROSC training to multiple stakeholder groups, overseeing and coordinating workgroups tasked with developing recovery oriented standards of care for specific prevention, treatment and recovery services such as outpatient mental health centers, SUD residential treatment programs, and recovery community centers; and providing consultation regarding ROSC principles and practices to other BHA offices in the areas of outcomes measurement, early intervention, public awareness, community education, workforce development, and integration of clinical services.

This position is eligible for telework which is subject to change as necessitated by operations and customer focused demands.

MINIMUM QUALIFICATIONS

Experience: Ten years of experience in administrative staff or professional work. Two years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and six years of experience in administrative staff or professional work for the required experience. Two years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess a Bachelors or Masters Degree in Human Services area, experience in behavioral health field, skills/experience in: (1) coordinating diverse stakeholder teams to produce work products, (2) oral and written communication, including provision of training, and (3) evaluating and applying research findings to improve service delivery practice.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
