Introduction

The Weights & Measures Program directly benefits all Marylanders by ensuring the fairness of all commercial transactions involving determinations of quantity on everyday commodities.  Currently there are several open positions throughout Maryland where you learn to conduct inspections and regulate devices used in determining the quantity of commodities as diverse as fuel oil, food products, livestock, grain, and precious metals.  Promotional opportunities to higher levels within the Agricultural Inspector classification series.

Main Purpose of Job

To ensure equity in commercial transactions between buyers and sellers of commodities,
goods and services pursuant to the requirements of Title 11, Agriculture Article Annotated Code of 
Maryland which is Maryland's Weights and Measures Law.

POSITION DUTIES

Learns to properly and routinely inspect and test common and less complex small and medium scales and small liquid measuring devices to verify compliance with specifications, tolerances and technical requirements by using NIST Handbook  44, National Institute of Standards and Technology following prescribed  testing procedures in (NIST) Handbook 112 Examination Procedures Outline and Maryland Examination Outline 
Procedures.

Learns to properly and routinely inspect and test random and standard packages to ensure accurate contents and compliance with labeling regulate by using NIST Handbook 133 and NIST Handbook 130.

Learns to properly review the Weights and Measures device registration certificate to ensure correctness and learns to complete Weights and Measures device registration applications for unregistered Weights and Measures devices.  

Learns to perform investigations in response to general consumer complaints and assists in more complex or specific inquiries that allege incorrect weight or measure or the misuse of devices.  

Learns to complete all appropriate report forms associated with evaluated inspection activities and the completion of all forms associated with program adminstrative requirements.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Agricultural Inspector I: One year of experience in one of the following: production, processing, marketing, grading or inspection of agricultural products or chemicals; assisting veterinarians in the care and management of animals; animal disease control; care or management of livestock or inspecting veterinary hospitals, riding stables or livestock dealers; installation, inspection, repair, or testing of weighting, volumetric measuring or counting devices; inspecting labeling and packaging; pesticide sales, use, regulation, or application; production, maintenance or inspection of a tree plantation or nursery stock; pest or weed control; wildlife population censuring; or the production, sales, inspection or testing of seed or turf products.


Agricultural Inspector II: Two years of experience in one of the following: production, processing, marketing, grading or inspection of agricultural products or chemicals; assisting veterinarians in care and management of animals; animal disease control; care or management of livestock or inspecting veterinary hospitals, riding stables or livestock dealers; installation, inspection, repair, or testing of weighting, volumetric measuring or counting devices; inspecting labeling and packaging; pesticide sales, use, regulation, or application; production, maintenance or inspection of a tree plantation or nursery stock; pest or weed control; wildlife population censuring; or the production, sales, inspection or testing of seed or turf products.

Notes:

1. Applicants may substitute fifteen credit hours in agriculture; animal, biological, environmental, food or physical sciences; chemistry; mathematics; engineering, or law enforcement at an accredited college or university for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience non-commissioned officer in quality assurance, inspection and grading classification or quality assurance, inspection and grading specialty codes in the agricultural commodity grading field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Experience working with scales and measuring devices preferred, but not required.

Experience conducting investigations in response to consumer complaints.

Experience with POS (Point of Sale) systems. 

Experience with Word, Excel and Google Mail.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator license’s valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification may be assigned to any county or region of the State and may be required to establish residence within their assigned geographic area.
