Main Purpose of Job

Assistant Director for the department’s Child Support Programs. Establish goals, priorities, policies, budgets, standards, and schedules for Child Support Programs. Assure that community based social services are provided to the citizens of Cecil County consistent with the intent of the programs, and to provide them in a manner that safeguards the public trust, respects the rights and dignity of the people served and promotes the integrity of the family and individual. Ensure compliance with Federal and State law regulations. Oversee and direct the performance of all staff responsible for providing Child Support services.

POSITION DUTIES

Customer Service/Strategic Vision...Provide leadership in customer service and strategic planning by: •Advise the director regarding issues involving the Agency’s external relationships and development strategies: •At all times, provide customer service to both internal and external customers that meets or exceeds the standards set by the Department; •Review all applicable Federal and State law and regulations which apply to Location, Establishment and Enforcement. Administer and interpret Federal and State law/policy governing child support operations to ensure that Cecil’s program is operated according to requirements; •Create, assess, and revise local policy and procedures for Child Support; •Interpret policies/procedures for customers, staff, other agencies, and the community; •Respond to and resolve customer concerns/complaints and inquiries from DHR, the Governor’s Office and local politicians; •Advocate and make recommendations to the Director regarding program development/revisions to enhanced child support service delivery and allocation of resources. •Ensure that safeguards are in place to protect the confidentiality of IRS and Federal Tax Information.

Human Resource Management...Ensure organizational developmental and staff development and training by: •Effective utilization of human resources to provide optimal customer service, efficient workload assignment & management, application processing and continued child support operations; •Recruiting, hiring and promoting local Child Support staff; •Delegating responsibilities for answering inquiries and completing special projects. •Reviewing ongoing staff training and development. •Reviewing and approving timesheets and staff reimbursements. •Coaching employees and creating staff development plans to enhance performance. •Holding regular supervisory conferences and staff meetings. •Completing performance appraisals for supervised staff and reviewing appraisals completed by department supervisors. •Approving and managing employees use of leave. •Planning, directing and evaluating the work of subordinate staff. •Handling personnel actions such as progressive discipline and reclassifications. •Assisting supervisor resolution of problem cases and making recommendations for the handling of public relations situations and decisions 

Program Development and Evaluation...Mediate disputes/conflicts among staff or with customers. •Review of Quality Control reports, appeals, audit reports, fraud complaints, and other Child Support reports. Preparing responses and/or corrective action plans; •Establish, implement, and monitor local policy for Child Support operations; •Serve as local department Child Support representative for committees and workgroups at State and local levels; •Represent agency at State and interagency meetings, committees, and task forces; explain relevant law, procedures and policies to staff, elected officials, and the general public; •Apply for Child Support grant for and overseeing the Fatherhood Programs (RISE and Parents as Partners. •Oversee and manage CS budget to include RISE and Parents as Partners •Ensure audit outcomes meet measurable preset criteria; •Represent agency at State and interagency meetings, committees, and task forces; explain relevant law, procedures and policies to staff, elected officials and the general public; •Perform other duties as assigned

MINIMUM QUALIFICATIONS

EXPERIENCEEleven years of experience, seven years of experience in administrative, professional or technical work, two years must have involved supervision of other employees or exercising responsibility for program development and an additional four years of professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

NOTES:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and seven years of experience in administrative, professional or technical work, two years must have involved supervision of other employees or exercising responsibility for program development, for the required experience.

2. Candidates may substitute graduate level education at the graduate level at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for up to six years of the required non-supervisory general experience.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience, two years must have been in an administrative supervisory or consultative capacity.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

The ideal candidate would possess:

Two years of Department of Human Services Child Support Enforcement experience.

Two years of experience applying and interpreting application of laws, procedures and regulations and COMAR.

One year of experience using Microsoft Office Suite software, such as Word and Excel, or Google Docs and Sheets software.

LIMITATIONS ON SELECTION

Candidates must be willing to work in Elkton in Cecil County.

The Cecil County Department of Social Services is located approximately 55 miles northeast of Baltimore of off Interstate 95.  Elkton is Exit 109, the last Exit before the MD/DE line.

·       Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
