OPD seeks a dedicated, detail-oriented team
player passionate about serving underserved populations with experience and/or
aptitude for generating social media content to deliver high-quality and
engaging campaigns. The Administrative Officer will be an important member of
the agency’s External Affairs team, managing its social media presence and assisting
with the coordination of a statewide project.

Main Purpose of Job
The Administrative Officer will primarily manage OPD’s social media accounts and internal communication platforms (e.g. Twitter, Facebook, LinkedIn, and Instagram, and Sharepoint) and will also provide project coordination and general communications support to OPD’s leadership team. The primary responsibilities of this role will be social media management including content creation, analysis, strategic campaign planning, writing, and editing. The Social Media Manager will also manage and update OPD’s website, and coordinate the youth interrogation hotline. The ideal candidate for this role has a social media management background from an academic, nonprofit or government environment, and has an enthusiasm for the digital social world. They must have superior judgment, presentation, attention to detail, communication skills, and demonstrated hands-on experience managing social media content. This position will be located in Baltimore City, Maryland, with flexible hybrid/remote telework options.
POSITION DUTIES
Duties & Responsibilities:

Manage,
monitor, and track OPD’s social media accounts across platforms.
●Collaborate
with OPD Administration and local leadership teams to create and coordinate the
production and scheduling of written and visual social media content.
●
Manage,
update and develop content for OPD’s website and internal communication
platforms.
●Coordinate
content reviews and approvals with the communications team and Senior
Management Team.
●Monitor
and analyze metrics to track audience growth and engagement to make
evidence-based recommendations.
●
Plan and
manage organic social media campaigns to support strategic communications
priorities.
●
Monitor
OPD's media coverage.
●Serves
as an advisor on social media best practices and shares user-generated content,
where appropriate, with internal and external stakeholders.
● Additional
communication support as needed to include, but not be limited to media
relations/research, writing and editing, photography, videography, photo and
video editing, graphic design, and web content management.
●
Perform
other duties as required.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: One year of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 college credit hours from an accredited college or university for the required experience.
2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
