Main Purpose of Job
POSITION DUTIES
The Superintendent
II - Headquarters position will assist with evaluating program goals, standards and controls to meet program objectives; develop short and long-range plans for program operations and resources specifically budget and expenditures; oversee facility programming services, volunteers and interns; assist in the hiring
process for facility staffing; development and review
of training courses
and training of facility staff. In addition, will represent the department in a liaison capacity with managers and officials of other
agencies concerning program activities. This position requires expert
knowledge of the principles and practices of Residential Services, legal and regulatory authorities, procedures and the operation of residential programs; a working knowledge of the principles and concepts of administration and management, integrated case management systems, community service delivery systems, basic governmental accounting, budgeting and personnel processes and strategic planning methods.
Must also
have the ability to exercise sound judgement
and discretion; to present ideas clearly and concisely and to
demonstrate
initiative
and sound
reasoning.
MINIMUM QUALIFICATIONS
EDUCATION: High School diploma or G.E.D. certificate
acceptable to the Maryland State Board of Education as described in the
Correctional Training Commission Regulation.
EXPERIENCE: Six years of experience providing supervision
and guidance to youths in a juvenile facility or juvenile services community
program for at-risk youth or working in a correctional setting. Two years of this experience must have
involved exercising supervisory responsibility over other staff providing
services to youth.
NOTE:
An Associate of Arts degree in Criminal Justice or the social or
behavioral sciences from an accredited college or university may be substituted
for up to one year of the required general experience. A Bachelor's degree in Criminal Justice or
the social or behavioral sciences from an accredited college or university may
be substituted for up to two years of the required general experience.
