Main Purpose of Job

The role of the New Americans Initiative Coordinator is to ensure that immigrants and English Language Learners (ELLs) are fully integrated into the state’s workforce system. This position works with Federal, State, and local partners to connect eligible New Americans to resources at the American Job Centers and adult education sites across Maryland. Additionally, the position coordinates language access services for the Division of Workforce Development and Adult Learning. The Coordinator will be responsible for the overall day-to-day management of specific projects ensuring consistency with agency and division strategy, commitments, and goals.

POSITION DUTIES

• Research, develop, and provide guidance and technical assistance to the State’s Workforce System on serving immigrants and individuals with limited English proficiency.
• Assist Local Workforce Development Areas and professionals working in the State’s American Job Centers in implementing strategies for addressing and meeting the employment needs of immigrant populations. 
• Conduct targeted outreach to connect foreign-born individuals with WIOA services. 
• Plan, execute, and finalize projects according to strict deadlines and within budget, including managing resources and coordinating the efforts of team members and third-party vendors. 
• In partnership with the Maryland Office for Refugees and Asylees, lead the Skilled Immigrant Task Force; Duties include growing membership, facilitating workgroups, and coordinating the development of tangible resources. 
• Oversee language access efforts for the Division of Workforce Development and Adult Learning including interfacing with the State of Maryland vendors for foreign language translation and interpretation services; Implement and regularly update the Language Access Plan for the Division.
• Seek grant opportunities and/or participate in special projects/initiatives related to immigrant integration efforts; Prepare program updates and reports, and conduct analysis of Maryland’s immigrant populations.

MINIMUM QUALIFICATIONS

Experience: Nine years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1.  Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and five years of experience in administrative staff or professional work for the required experience.  One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

Candidates must have a minimum of (2) years experience working with immigrants and/or English Language Learners.

DESIRED OR PREFERRED QUALIFICATIONS

The following qualification is preferred, not required.  However, if you have this experience it must be detailed on your application.

1. Experience working in workforce development.

2. Experience working in an adult education setting.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the division of Unemployment Insurance (LABOR/DUI) to determine whether any monies are owed to LABOR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

Any job offer will be contingent on the candidate providing a U.S. Military form DD 214 verifying honorable discharge from service prior to starting employment (and may be requested prior to interview). Permanent State employees do not need to submit proof of Veterans’ status.
