Main Purpose of Job

This full-time contractual position will function as the Project Manager, Crisis Cooperative Agreement, within the Office of Preparedness and Response. It will administer, coordinate, manage, and monitor the Centers for Disease Control and Prevention (CDC) Crisis Cooperative Agreement: COVID-19 Public Health Workforce Supplemental Funding. The funding outcomes are intended to establish, expand, train, and sustain the public health workforce to support jurisdictional COVID-19 prevention, preparedness, response, and recovery initiatives, including school-based health programs.

This is a fiscally complex federal cooperative agreement with multiple projects and sub-recipients to include MDH administrations, state agencies, state universities, local health departments, and school-based health programs with diverse activities and outcome measures. The person in this position has frequent interactions with various internal and external public health programs in order to compile, review, and process cooperative applications; review, approve, and track grant expenditures; review or complete and submit required reports; make budget projections; provide direction and information to program staff and sub-recipients; and serve as a liaison with OP&R fiscal team and MDH Budget & Management Office.

The incumbent shall have expertise and experience in project and performance management, project direction, and grant development and administration. The incumbent shall additionally, have experience in managing federal grants, and public health administration. This position's work schedule include 24/7 status, may need to respond to a public health emergency and provide own transportation. This position is eligible for telework per the Director of OP&R’s leadership.

MINIMUM QUALIFICATIONS

Experience: Nine years of experience in administrative staff or professional work.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and five years of experience in administrative staff or professional work for the required experience.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess a degree in Business Administration or equivalent (e.g., Public Health) and possess a Project Management Professional (PMP) certificate. The desired candidate should also possess experience in the following:

  • project management
  • budgeting and accounting
  • managing federal grants

The desired candidate should possess knowledge of and/or experience with methodical and strategic thinking, communication, organization, computer literacy, auditing policies, public health funding, and writing skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
